Brief History

The leadership of the then Provincial Governor Francisco T. Matugas of  Surigao del Norte established the Provincial Manpower Training Center (PMTC) by virtue of the Memorandum of Agreement (MOA) between the Provincial Government of Surigao del Norte and the National Manpower and Youth Council (NMYC) in 1993 which is now  the Technical Education and Skills Development Authority (TESDA) by virtue of RA 7796. 

Since then, the PMTC started its training operation and in 1996 it welcomed TESDA to co-manage the training center.  Initially, the PMTC as it was known by the public to offer free skills training in Automotive Mechanics,  Building Wiring Installation, Consumer Electronics, and Welding.

A year prior to the start of TESDA Provincial operations in the province of Surigao del Norte in 1998, Governor Lalo Matugas issued EO No. 001 s. 97 merging the Provincial Manpower Training Center (PMTC) and the Provincial Employment Service Office (PESO) into a Provincial Employment and Manpower Office  (PEMO) on January 17, 1997.  The PEMO absorbed all functions and obligations of the PMTC and PESO. On January 1998, TESDA came to establish a Provincial Office at the PMTC building together with the Provincial Training Center – Surigao del Norte (PTC-SDN) which was recognized by the Office for TESDA Technology Institutions (OTTIs).  

In 2011, a Memorandum of Agreement (MOA) between the Provincial Government of Surigao del Norte represented by Hon. Sol F. Matugas, Provincial Governor and TESDA Surigao del Norte PO represented by Dir. Rodrigo G, De Villa, Provincial Director for a Co-Management Scheme of the Administration and Operation of the Provincial Training Center. Hence, Provincial Training Center-Surigao del Norte became the name of the registered name under TESDA. Governor Sol F. Matugas further supported PTC-SDN during her term through the issuance of EO 10 s. 2012 (see Annex A) - providing health and dental services for the enrolled trainees, trainers, staff and personnel of PTC-SDN through the Provincial Health Office - and EO 11 s. 2017 (see Annex B) - granting PTC-SDN the authority to utilize the Tools and Equipment of the Provincial Engineering Office for Skills Training and Assessment of their enrollees.


PTC-SDN serving as the training arm of the Provincial Government in providing technical skills to the community.  The creation was in response to the demand high quality technical education and vocational skills in both local and overseas labor market.

Vision

A Leading Training Center for the development of the middle level manpower, providing competency-based training delivery in support to quality education and training of the provincial government particularly along the area of Refrigeration and Air-Conditioning technology. It shall serve as catalyst in the development of quality, competitive and educated graduates imbued with positive values and work ethics and spirit of entrepreneurship.

The Provincial Training Center (PTC) is the training arm for skills development of the middle level manpower in Surigao del Norte. Within the span of five years, the Center is expected to achieve the following desired goals:
