As consortium lead, Temple leads the implementation of the Financial Inclusion for Last Mile Actors (“FILMA”). FILMA seeks to overcome both demand-side and supply-side barriers related to the availability, accessibility, usage, and affordability of inclusive financial services including credit, insurance, pensions, savings, investments, and payments faced by Last Mile Actors (LMAs). FILMA aims to facilitate the financial inclusion of LMAs by empowering them to access dignified and fulfilling work, generate income, access and use financial services, and in turn, enhance their resilience when exposed to shocks and stresses.
FILMA is being implemented in partnership with the Catholic Relief Services (CRS), AV Ventures, and SEND-Ghana from 2024 to 2028.

The Monitoring and Evaluation (M&E) Officer is responsible for implementing the full spectrum of routine M&E functions while providing specialized leadership in data analysis to support evidence-based decision-making. The role oversees data collection, validation, management, and reporting across program interventions, ensuring that performance information is accurate, timely, and aligned with results frameworks. With a strong analytical focus, the Officer synthesizes quantitative and qualitative data to generate actionable insights on program effectiveness, partner performance, and outcome trends for the FILMA program, The position also supports indicator tracking, learning documentation, and adaptive management by translating monitoring data into practical recommendations that strengthen program implementation, accountability, and impact measurement.

MONITORING & EVALUATION
Ensure all Partners’ plans, data collection systems and frameworks are aligned with the FILMA Program MEL Plan
Responsible for the design/adoption and review of Data Collection tools
Assist in the development, adoption and usage of innovative M&E tools and equipment for data collection and analysis
Track project implementation by providing sound monitoring and feedback for project improvement
Support in the development and rollout of FILMA Program survey tools, enumerators training, supervise data collection, analyze and compile findings
Support in undertaking assessments, researches for the improvement of the quality of the FILMA program.
Continuously assess methodologies and instruments for the collection, documentation and analysis of data and the reporting of outcomes and recommended changes
DATA ANALYSIS, REPORTING, LEARNING & SHARING
Prepare tables, graphs and written reports summarizing project M&E data
Collect, document, edit, analyze and present all relevant project data for reports
Support in the preparation of project-related reports (monthly & quarterly), other technical reports
Support the Project teams in reviewing reports to ensure the submission of high-quality reports that clearly articulate results using verified data
Keep track and records of the updated data and achievements of the FILMA Program
Work with relevant teams to submit abstracts for presentation at learning events and conferences.
TECHNICAL SUPPORT & DATABASE MANAGEMENT
Provide feedback on the quality and completeness of data provided on data management platforms
Compile, manipulate, and refine data from a variety of sources including public domain, field observation, and existing data bases to inform decisions
Perform regular quality control checks of databases to ensure data integrity
Support the verification of the accuracy and validity of data entered in databases and ensure that errors are corrected
Build the capacity of relevant program teams in data collection, data input in the database systems, ensuring high quality of data
Coordinate the implementation of quality improvement initiatives and report accordingly.
Provide support to partners, communities and Government institutions for the development and implementation of M&E initiatives under the FILMA program
PROPOSAL & CONCEPT GENERATION
Support the development of concept papers and programme proposals by guiding the design of logic models, performance management framework and M&E plans
Provide accurate data for proposal writing
Actively participate in proposal writing with the Resource Acquisition and Management team
Master’s degree in Agricultural Economics, Agribusiness, Statistics, Planning, Monitoring & Evaluation, Social Science with strong computer background. A Professional certificate in M&E will be an added advantage.
At least 3 years’ experience in data base development and management
Ability to builds and maintain effective relationships with teams, colleagues, members and external partners and supporters
Good proficiency in developing and managing databases in an NGO setting
Good level of proficiency in qualitative and quantitative DATA analysis using statistical packages including SPSS, ODK and Advanced Excel
Reports directly to the M&E Manager/Lead.
Works closely with program leads, field officers, and partner organizations to ensure coherent
data flows and evidence use across interventions.
