JOIN THE TEAM AT OUR OPEN HOUSE
Join us for the Continuous Improvement Team Open House on November 5, 2025! School and district leaders, along with teachers, are invited to connect with our team, explore the supports we offer in literacy, ELA, ELD, math, science, MTSS, data, foster and homeless services, attendance, and SARB, and discover how we can partner with you to strengthen student outcomes. We’ll also have light snacks, class sets of books, and raffle drawings for attendees—so stop by, say hello, and bring your questions.

Join us for the next Administrator Community of Practice on November 19, 8:30–10:00 a.m. at TCDE. This session will focus on the California School Dashboard release, including a data dive, data walks, classroom walk-throughs, and other hot topics in education
MTSS Training PD (Great for Leaders, Coaches, & MTSS Leads)
The MTSS Trainer of Trainers series is a chance to take your understanding of MTSS and the tools/resources deeper — not as a replacement for the support we’re receiving from EYS (Jeremy, MaryBeth, and Seth), but as a way to build your own capacity to lead, coach, and sustain MTSS implementation within your site or district.
This training will support participants in:
Building confidence in facilitating and guiding MTSS team discussions
Strengthening your role as a coach and systems leader
Gaining tools and resources to train and support others in your own context
The focus is on empowering your local leadership teams — helping you support and guide the coaching discussions within your site or district so the great MTSS work already underway can continue to grow and thrive.
Training Details:
Days 1–2: Foundations of the Trainer of Trainers model, strategies for building and coaching effective MTSS teams
Day 3: Responding to Complexities within MTSS
Supporting students with complex needs (e.g., LTEL, SWD)
Navigating layered initiatives (e.g., Mental Health, Community Schools)
Understanding the implications of new policies, funding streams, and regulatory changes
This is a great opportunity for a site or district leader, MTSS lead, or coach who wants to learn additional tools or have resources in facilitating sustainable, systems-level MTSS work.

Site and District Leadership MPLP Survey - - Overview MPLP
Math Adoption support is underway at TCDE. Our South County Math Pre-Adoption Session #1 will be held this Tuesday at Corning Union Elementary School District offices from 3-4:30pm. This is great opportunity for your Math Adoption Team to meet and discuss the math needs for your site. See the FLYER for more information and a link to a site/district Needs Assessment to help identify math curriculum needs from teachers and math educators at your school.
CERS (CAASPP) Reports Training upcoming; October 9th - CERS for Teachers and October 7th CERS for Test Coordinators
CERS for Test Coordinators, October 7th- Provides an overview of CERS, accessing summative assessment results and interim assessment data, and procedures for giving LEA staff the access they need to view student results. Registration Link
CERS for Teachers, October 9th - Provides hands-on practice with CERS features, including accessing assessment results, creating student groups, and using available resources to support instruction. Registration Link
ELA/ELD Adoptions - CDE is looking for classroom teachers to be a part of the Adoption Committee to review curriculum and supplemental ELA/ELD materials. CDE has shared that there is need for classroom teachers for this adoption.
Information about this follow-up adoption and relevant reviewer information is available on the ELA/ELD Instructional Materials web page (https://www.cde.ca.gov/ci/rl/im/index.asp). The deadline for submission of applications is October 30, 2025. Please forward this information to all qualified candidates who might be interested. Show off your student artwork! The 2026 CISC Symposium — a statewide gathering of educators focused on collaboration and innovation in teaching and learning — is seeking student art submissions from every county. Schools are encouraged to submit artwork in any form so educators from across California can celebrate our students’ creativity. Register at bit.ly/CISC26
Reminder that all funding for Prop. 28 allocated in 2022-23 must be expended by June 30, 2026 or those funds will be forfeited.
ATTENDANCE RECOVERY 2025-2026
Attendance Recovery offers districts a structured way to recapture ADA while supporting students who miss instructional time. Success depends on voluntary participation, standards-aligned programming, accurate tracking, and compliance with Ed Code and audit requirements. A brief overview is provided below, but for more information, reference Ed Code § 46211 – Attendance Recovery Programs and CDE Guidance – Implementation, reporting, and audit compliance.
Optional Program: LEAs (districts, COEs, classroom-based charters) may offer AR; not required.
When Offered: Before/after school, weekends, intersession periods (cannot be used with ELOP Programs)
Supervision: Must be under immediate supervision of a certificated employee.
Alignment: Sessions must meet grade-level standards and reflect the rigor of regular instruction.
Voluntary: Students cannot be required to attend.
Limits: Credit may be given for up to 10 days per school year (or fewer, equal to absences).
Exclusions: Not available for students in non classroom-based or full-time independent study programs.
Program Availability: If offered, AR must be available throughout the year (at least once each term/quarter).
Data & Audit: Starting in 2025–26, AR attendance will be subject to audit.
Credit: Recovered attendance is applied to the same school year in which the AR session occurs.
LCAP INFORMATION
LCAP PUBLIC POSTING
A reminder of the requirements for posting Local Control and Accountability Plans (LCAPs) on your public website, and for maintaining an archive of prior approved LCAPs. The LCAP (Budget Overview for Parents, LCAP body, and Action Tables, Instructions) must comprise a single document for posting purposes (EC 52064.1(a)(2)).
Please review your website to confirm:
The current, approved LCAP (single combined document with the Budget Overview for Parents and Annual Update/Goal Analysis, Action Tables, and Instructions) is posted on the homepage as required.
Districts: authorized charter LCAPs (or links to them) are posted on your site.
Your LCAP archive includes links to all prior approved LCAPs and is easy to find.

LCAP SUBMISSION WINDOW
The Dashboard LCAP submission window will be open from October 13–31, 2025. During this time, districts must upload their Local Control and Accountability Plan (LCAP) through the state system. In addition, LEAs are required to post their current LCAP on the district’s LCAP webpage and ensure that all prior adopted LCAPs remain publicly accessible. Charter schools authorized by the district must also have their LCAPs posted. These postings are essential for ensuring transparency and accessibility for families, staff, and the community.
New Nation’s Report Card Scores for Grades 8 & 12
U.S. Secretary of Education Linda McMahon released the following statement in response to the public release of the scores from the 2024 National Assessment of Educational Progress (NAEP), often called The Nation’s Report Card, for 8th-grade science and 12th-grade reading and mathematics:
“Today’s NAEP results confirm a devastating trend: American students are testing at historic lows across all of K-12. At a critical juncture when students are about to graduate and enter the workforce, military, or higher education, nearly half of America’s high school seniors are testing at below basic levels in math and reading. Despite spending billions annually on numerous K-12 programs, the achievement gap is widening, and more high school seniors are performing below the basic benchmark in math and reading than ever before.
If America is going to remain globally competitive, students must be able to read proficiently, think critically, and graduate equipped to solve complex problems. We owe it to them to do better.”

FAFSA UPDATE FOR 2026-27
In early August, Federal Student Aid (FSA) began a nationwide beta testing phase for the 2026-2027 FAFSA form, granting early access to a limited group of students. Beta testing is an industry best practice that allows organizations to test and refine a product in real-world conditions before full deployment. This year’s beta testing has allowed FSA staff to identify bugs and technical issues, refine usability and design, and improve performance for the fall launch.
Background - In 2019, Congress passed, and President Trump signed the FAFSA Simplification Act and FUTURE Act to make it easier for students to apply for federal student aid. As required under Section 484(d)(4)(B) of the Higher Education Act, as amended by the FAFSA Deadline Act, the U.S. Department of Education must certify the launch of the form to Congress by September 1. As of September 24th, the FAFSA Application is open for the 2026-27 school year.

INCREASE TO 2025-26 ELO-P RATE 2 EXPECTED
On September 8, 2025, adjustments to the 2025-26 Enacted Budget were released as is customary before the Legislature adjourns for the year on Friday. One of the notable details is an increase to the state apportionment for the Expanded Learning Opportunities Program (ELO-P). With the additional funds, local educational agencies (LEAs) that receive Rate 2 can expect an increase to their 2025-26 per-pupil rate.
With the release of the Public Dashboard on November 13th, there will some changes to accountability and the Dashboard overall. Some of those changes are noted below.
Science Indicator
Performance on the Science Indicator will have colors this November, but will not impact state and federal support determinations in 2025
In 2025, the Science Indicator will be for informational purposes only and will be in the Information Purposes section of the Dashboard.
Growth measures how much students’ summative assessment scores grew from one grade level to the next.
California’s growth data reflects how average growth performance at an LEA or school compares to average growth for all tested students in the state.
ELA Growth and Mathematics Growth will live on the front page on the 2025 Dashboard as part of the Informational Purposes section.
Growth will be published on the 2025 Dashboard in December 2025.
Growth results will be shared for all LEAs, schools, and student groups with students in grades four through eight.
Growth will look different than other indicators, and will have:
No change level
No colors
The growth card will have the following information:
Percent of students whose scores improved from the prior year
Growth Performance Category
Students with exceptional needs, who take the CAAs, can graduate from high school through a newly defined diploma pathway (Education Code 51225.31 and 51225.32).
Students completing this alternative pathway diploma will count towards the LEA’s graduation rate on the Dashboard.

The College/Career indicator is expanding what it means for a school or LEA to show they have programs that prepare students for college/career.
AP Course completion is now included as a Prepared measure on the CCI for the following:

Transition Classroom and Work–Based Learning Experience
This measure is available only to students: who are awarded the Alternative Pathway Diploma.

CDE has updated the Dashboard Toolkit to include additional resources for LEAs, including:
Indicators Flyers - Flyers for Educators, Flyers for Parents, and Additional Flyers and Information
Parent Guide - a plain language flyers and a technical guide geared for parents
Translated Flyers Versions - specific materials have been translated to help bring the Dashboard closer to home
ACCOUNTABILITY AFTERNOONS
Come and share your questions with the accountability team and have them answered live! Every other Thursday, August 28 through December 18, from 1 p.m. on Zoom.
These virtual sessions are focused on California’s accountability requirements and processes. Each session gives LEAs and site leaders the opportunity to receive updates on key accountability timelines and requirements (Dashboard, local indicators, Differentiated Assistance, etc.) and ask questions in real time and get guidance from the accountability team.
IMPORTANT DEADLINES
October 15th - The 2024–25 aggregate results for CAASPP & ELPAC are estimated to be released to the Test Results for California's Assessments website on or before October 15th. This has not been officially publicized; however, this is the expected release timeframe
October 13 through October 31, 2025 - The window to upload your local indicator results, using the State Board of Education-adopted self-reflection tools.
October 31st - Deadline for uploading the 2025 LCAP to the CA School Dashboard. The myCDEconnect portal opens on October 13th.
Background: In October 2023, Senate Bill 609 amended California Education Code Section 52065(c)(1) to require that all local educational agencies (LEAs) upload their most recent Local Control and Accountability Plan (LCAP) to the California School Dashboard (Dashboard).
November 13th: CA School Dashboard released and LEAs identified for Differentiated Assistance
Plan on DA identification aligning with the Dashboard public release on Nov 13, 2025, as CDE indicates LEAs are notified of eligibility in connection with the Dashboard release
November 12th-14th CA Assessment Conference in Riverside, CA: Registration for CA Assessment Conference
December 2025: LEAs will be identified for federal accountability (CSI, ATSI, TSI); no specific date in December has been released
June 30, 2026 - Proposition 28 funds allocated for the 2022-23 school year must be expended, or funds will be forfeited

If you have not done so already, please complete the CAASPP 2025‒26 1.0 Percent Threshold and Justification Survey by November 14, 2025.
Under the Every Student Succeeds Act, local educational agencies (LEAs) are required to notify the California Department of Education (CDE) if they expect to exceed 1.0 percent of their total assessed student population taking the California Alternate Assessments (CAAs) in English language arts/literacy, mathematics, and science for the CAASPP.
All LEAs are required to report the percentage of students anticipated to take the CAAs for the 2025–26 school year, whether the LEA anticipates exceeding the 1.0 percent cap, not exceeding the 1.0 percent cap, or has no students expected to take alternate assessments.

IMMIGRATION RIGHTS AND AVAILABLE RESOURCES
On September 20, two bills were signed into law to prevent immigration enforcement from occurring on school campuses and to ensure proper family notification if immigration agents are present at a school site (source).
To support the immediate implementation of these new laws, the California Department of Education (CDE) has published Our Schools: Resources for Including Immigrant Families, a new toolkit of family-facing posters and informational cards that communicate assurance of all schools’ obligation to provide every child with access to education and a safe learning environment, regardless of immigration status, as protected by law. CDE encourages all California schools to make these resources visible and accessible to families. Spanish translations and additional languages
As a result of the new legislation, all local educational agencies (LEAs) are also now required to make local policies regarding immigration enforcement available to the CDE. LEAs must make policies available to CDE by March 1, 2026, which is the deadline when LEAs are required to have updated local policies in alignment with guidance from the Attorney General.

CYBHI RESOURCES IN SPANISH AND FOR HEALTH CARE PROVIDERS
A new Children and Youth Behavioral Health Initiative (CYBHI) web page features all the free resources and digital tools we have come to know and appreciate, now in Spanish. The CYBHI also launched a new web page designed for healthcare providers, including those working in school-based settings. Whether it is digital tools to share with students or materials to hand out, this page has something for everyone.

TEXT SETS WORKSHOPS
Learn the why, what, and how of supporting reading comprehension through text sets at session one, before building your own text setsfor collaborative use across theregion at session two.

Bridge to College has been busy with 8th-grade Gerber students building and coding their VEX Robots. They will be spending the next 8 weeks having their robots complete challenges while learning simple coding!
The 7th graders have also been studying what a Water Resource Specialist does by testing the pH of different water sources. In the coming weeks, they will study water and nutrient holding capacity to determine the health of the soil.
