As we step into November, I hope this message finds you well and that you’ve enjoyed a productive and inspiring fall season. Across our districts and schools, this time of year often brings the energy of parent-teacher conferences, the closing of grading periods, and the transition from fall to winter athletics. It’s a busy and vibrant season on every campus — one that highlights the dedication, care, and commitment educators bring to their work each day.
We know that this time of year can feel both rewarding and demanding. In the midst of supporting students, collaborating with colleagues, and meeting the many needs of your school communities, we hope you’re able to take moments to pause, rest, and appreciate the meaningful progress happening all around you. November also brings a natural opportunity to reflect on gratitude. As you balance the demands of teaching, leading, and learning, we hope you find time this month to connect with family and friends and to recharge for the weeks ahead.Â

Department Updates
Welcome our Student Resources Specialist!
We’re excited to share that Dani Taylor will be taking on a new role as our Student Resources Specialist at TCDE! In this expanded position, Dani will work closely with districts and school sites to support student success by connecting students and families to critical services, reducing barriers to learning, and promoting access to resources across the county.
She will also be partnering with Barbara Weaver to provide support for Foster Youth and Homeless Student Services, ensuring aligned and responsive assistance for students experiencing instability or in need of targeted support.
Please don’t hesitate to reach out to Dani for any student support needs. She will help coordinate available resources, connect you with the right contacts, and ensure your site or district has the support needed to serve students effectively.Â

Light Breakfast served from 8:00-8:30 am
Join us for our next Administrator Community of Practice on Tuesday, November 19, from 8:30–10:00 a.m. at TCDE. This session will center on the California School Dashboard release and provide time for leaders to explore their local data in preparation for end-of-year reflection and planning for the rest of the school year.
We'll take a deep dive into Dashboard indicators, examine performance and growth trends, and engage in data walks. In addition to statewide metrics, participants will have opportunities to analyze local data, identify emerging patterns, and discuss strategies to support continuous improvement across sites and student groups.
We encourage administrators to bring a data team—such as site leaders, instructional coaches, department/grade level lead teacher, and/or district colleagues—to maximize the collaboration and ensure meaningful discussions about next steps. Please also bring any local data sources (e.g., interim assessments, survey results, beginning of year assessment date, MTSS or attendance data), as this session will include time for guided inquiry and planning that connects Dashboard outcomes to ongoing improvement efforts.
Administrator MTSS Visits: Building Capacity & Sustainability
In January TCDE Continuous Improvement, in partnership with Effective Youth Services (EYS), will schedule site visits with district and site administrative teams. These sessions will strengthen our shared commitment to MTSS by focusing on capacity building and long-term sustainability.
During these meetings, we will:
Explore administrative tools and practices for sustaining MTSS efforts
Review current and future MTSS implementation needs
Identify ways TCDE can support and build internal coaching capacity
Collaboratively determine next steps for your district’s MTSS sustainability
These meetings will also inform upcoming professional learning and administrative collaboration opportunities.
Tentative Visit Dates: January 12, 27, and 28, 2026. Please watch for individual emails to select your meeting time.
The February 9th Administrative Community of Practice (CoP) will build on these themes, featuring discussions on MTSS leadership, sustainability planning, and key takeaways from the site visits.Â

Teacher Assignment Monitoring Outcome Data Report is available to report on the teacher assignment component of your LEA. Report to your board to fulfill your LEA's obligation to publicly present educator assignment data as part of your LCFF Local Indicator reporting. (California Education Code § 52064.5(a)(4))
CDE has released the 2023-24 Teacher Assignment Monitoring Outcome (TAMO) data on DataQuest. Here are next steps for LEAs:\
Present the current TAMO data to your local governing board/body. Teacher data is part of the Local Indicators and is required to be presented to your local governing board/body when it becomes available.Â

ELPAC MANDATORY CERTIFICATION
Mandatory Statewide LEA Certification Requirements
Annual Training Requirement: ELPAC regulations require annual training for all LEAs, even those that do not have students who are English learners.
Certification Course: Each LEA ELPAC coordinator or designee must complete the online Summative ELPAC certification course on the Moodle Training Site (Moodle) annually.
Course Availability: The 2025–26 Summative Alternate ELPAC AST opens on Monday, November 3, 2025, in Moodle.
Course Duration: The course takes approximately two to three hours to complete.
Due Date: Monday, December 8, 2025
Alternate Training Option: An LEA with minimal eligible students may enter into an MOU with a neighboring LEA. For more information, visit the Test Administration Trainings and Tutorials web page.
Test Examiner Certification
Responsibility: LEA ELPAC coordinator, or a designee, to oversee training progress and completion
Annual Certification: Required for new and experienced test examiners
The 2025–26 certification course, which covers both the Initial Alternate ELPAC and Summative Alternate ELPAC, will be valid from November 3, 2025, through October 31, 2026.

CURRICULUM ADOPTION INFORMATION
AB 1454 brings major updates to ELA/ELD instruction in California, requiring evidence-based reading practices—including phonics, fluency, comprehension, and language development.
Key changes:
New instructional materials must be adopted by the State Board by January 31, 2027
Credential standards will align with evidence-based literacy by 2028
$480 million in the 2025-26 budget to support literacy instruction, including $200 million in one-time funding to pay for evidence-based literacy training for elementary school teachers

LEGISLATIVE UPDATES
Education Bills signed into law or vetoed
Governor Newsom signed several education bills this fall, including measures to strengthen early literacy instruction, expand student safety, phase out ultra-processed foods in schools, and simplify CSU admissions. The article below highlights key vetoed bills, such as proposals to expand substitute teacher limits, tighten charter school oversight, and adjust attendance funding. New requirements for virtual meetings. Limits to two per board member annually..
Beginning January 1, 2026, Government Code § 54952.7 requires local agencies to provide a copy of the Brown Act to every person elected or appointed to a legislative body. You may give this compilation to new or appointed board members at swearing-in or orientation to satisfy that obligation.
SAFETY PLAN 2025-26 UPDATES
New Requirements are in place for the Comprehensive School Safety Plan - keep an eye out for a presentation and a Virtual Meeting to cover these new requirements. Below as an overview of recent legislation requires the CSSP to be amended to address the following:

DTS has also developed an updated CSSP template that provides direct access to guidance for each component and section. DTS is happy to activate the new template for review at any time.

With the release of the Public Dashboard on November 13th, there will some changes to accountability and the Dashboard overall. Some of those changes are noted below.
Science Indicator
Performance on the Science Indicator will have colors this November, but will not impact state and federal support determinations in 2025
In 2025, the Science Indicator will be for informational purposes only and will be in the Information Purposes section of the Dashboard.
Growth measures how much students’ summative assessment scores grew from one grade level to the next.
California’s growth data reflects how average growth performance at an LEA or school compares to average growth for all tested students in the state.
ELA Growth and Mathematics Growth will live on the front page on the 2025 Dashboard as part of the Informational Purposes section.
Growth will be published on the 2025 Dashboard in December 2025.
Growth results will be shared for all LEAs, schools, and student groups with students in grades four through eight.
Growth will look different than other indicators, and will have:
No change level
No colors
The growth card will have the following information:
Percent of students whose scores improved from the prior year
Growth Performance Category
Students with exceptional needs, who take the CAAs, can graduate from high school through a newly defined diploma pathway (Education Code 51225.31 and 51225.32).
Students completing this alternative pathway diploma will count towards the LEA’s graduation rate on the Dashboard.

The College/Career indicator is expanding what it means for a school or LEA to show they have programs that prepare students for college/career.

New CAASPP Test Administrator Training Materials
The new CAASPP test administrator training materials are now available on CAASPP-ELPAC.org. In response to feedback from the field, a comprehensive slide deck and resource guide were created to support LEA CAASPP Coordinators in delivering effective and customizable local trainings.
These materials are intended to be:

School Accountability Report Card Coordinators
The annual 2024–25 SARC Coordinator registration in the myCDEconnect unified system opened on September 16, 2025.Â
Each school may register up to two SARC Coordinators per LEA and up to two SARC Coordinators per school.
Document Track Services (DTS) provides an electronic SARC template. DTS uploads more than 90 percent of the required data in the public school electronic 2024–25 SARC templates, allowing for LEAs to save valuable time in this process. The template is available now,
The 2024–25 SARC is due no later than February 1, 2026, and considered current through January 31, 2027. Any school whose SARC has not been published and submitted to the CDE by February 1, 2026, will be out of compliance with both state and federal law.

IMMIGRATION RIGHTS AND AVAILABLE RESOURCES
On September 20, two bills were signed into law to prevent immigration enforcement from occurring on school campuses and to ensure proper family notification if immigration agents are present at a school site (source).
To support the immediate implementation of these new laws, the California Department of Education (CDE) has published Our Schools: Resources for Including Immigrant Families, a new toolkit of family-facing posters and informational cards that communicate assurance of all schools’ obligation to provide every child with access to education and a safe learning environment, regardless of immigration status, as protected by law. CDE encourages all California schools to make these resources visible and accessible to families. Spanish translations and additional languages
As a result of the new legislation, all local educational agencies (LEAs) are also now required to make local policies regarding immigration enforcement available to the CDE. LEAs must make policies available to CDE by March 1, 2026, which is the deadline when LEAs are required to have updated local policies in alignment with guidance from the Attorney General.
ELPAC Mandatory Statewide LEA Certification Requirements
The Summative ELPAC Moodle Training Site opened on Oct. 20. ELPAC regulations require annual training for all LEAs, even those that do not have students who are English learners. LEA ELPAC Coordinators (only one person from each LEA) must complete the appropriate Summative ELPAC LEA certification course (K-12 or 6-12) by Monday, December 8, 2025. LEAs that do not complete the certification by this deadline may be subject to an ETS Tier 2 audit.Â
The Summative Alternate ELPAC LEA Certification Course opens on Nov. 3. ELPAC regulations require annual training for LEAs that have students who are eligible for the Summative Alternate ELPAC. LEAS must complete the course within two weeks of registering an eligible student.

Register a Spot for Your School's Winners!
TCDE will be hosting a County Wide Spelling Bee on March 18th at Red Bluff High School for Spelling Bee winning contestants from each school site in the county.Â
There will be two divisions: Elementary (4th-6th grades) and Junior High (7th-9th grades). Promotional materials and practice materials will be sent to school sites by the end of December. In the meantime, think about a staff member willing to lead the Spelling Bee efforts for students at your site.Â

Learn the why, what, and how of supporting reading comprehension through text sets. Research shows that text sets—meaning collections of texts centered around a common topic or theme—help build students’ background knowledge, vocabulary, and engagement, all of which are key to stronger comprehension.

Tailoring the Science of Reading for Dual‑Language Learners
A recent report from Children’s Equity Project highlights how the principles of the Science of Reading—often seen as English‑only—can be effectively adapted for bilingual and multilingual learners when implemented in a dual‑language context. The key: keep core language development central, preview vocabulary with visuals, build on students’ home language, and foster metalinguistic awareness to support reading outcomes.Â
Schools That Are Good at Teaching Math Are Also Good in Reading
Research in the linked article highlighted that Schools That Are Good at Teaching Math Are Also Good in Reading — and Vice Versa shows that schools strong in one subject tend to excel in the other—suggesting that high-quality instruction and school-wide systems positively impact both math and reading achievement.Â

Lassen View Elementary got to experience both the STEAM trailer, including veterinary medicine, phlebotomy, suturing, dentistry, and more, as well as the TRADES trailer, focusing on electrical, plumbing, masonry, forklift and backhoe simulators, and HVAC. Students loved getting to experience both sides of CTE and exploring all the new modules. This was a special event where CTE departments from across the country got to attend the experience and see CTE live in action in hopes of taking the information on these mobile labs back to their schools. TRIO took students from Red Bluff High School and Corning High School to Shasta College's College Quest. Students were able to visit over 40 college and university booths to learn more about their programs and specialties. They also got to participate in pull up and push up challenges at the Army and Marines booth! This was a great opportunity for students to meet college recruiters face to face as well as learn about internships and trade schools that were present. There were also opportunities to learn about financial aid and talk to counselors about pathways and requirements for college.Â
