The CSTPs are intended to provide a common language and a vision of the scope and complexity of the profession by which all teachers can define and develop their practice. Every induction program must assess each candidate’s progress towards mastery of the California Standards for the Teaching Profession (CSTP) to support the recommendation for the clear credential. Several documents are utilized within this program to monitor progress toward mastery including, but not limited to, the Individual Learning Plan (ILP) and the Candidate Competency Record (CCR).
At its April 2024 meeting, the Commission on Teacher Credentialing adopted the 2024 California Standards for the Teaching Profession. During the 2025-26 academic year, these standards will be introduced during orientation, will be the focus of the professional development offered by the induction program, and for new candidates to the program they will be reflected on their Candidate Competency Report (CCR). For returning year 2 candidates, they will continue with the CCR document started in the 2024/25 academic year, which reflects the 2009 CSTP. These candidates will not be required to change to the 2024 CSTP mid-program. Full implementation of the 2024 CSTP for all candidates will begin in Fall of the 2026/27 academic year as required by the Commission on Teacher Credentialing (CTC).
