It is possible that the camera has been blocked on a certain site. This is a common problem in Google Meet especially if the "Ask before accessing" is turned on. Users will inadvertently click block instead of allow. To check/resolve this:
Open Chrome.
At the top right, click on the three dots.
Click Settings.
Under "Privacy and security," click Site settings.
Click Camera. Turn on or off Ask before accessing. Review your blocked and allowed sites. If you are having trouble using either site, it may be listed under Block. If so, click the trash icon to remove it.
