A. Office of the Department Head

The Office of the Department Head provides overall leadership, direction, and supervision over the City Social Welfare and Development Office (CSWDO) pursuant to the mandate of RA 7160, which tasks LGUs to deliver basic social welfare services to the poor, disadvantaged, and at-risk populations. The Office leads the formulation, review, and updating of policies, operational guidelines, standards, and work plans to ensure efficient service delivery, compliance with statutory requirements, and alignment with the City Mayor’s priority agenda.

It serves as the principal link to the Local Chief Executive, Sangguniang Panlungsod, partner agencies, and external stakeholders. It coordinates the planning, implementation, monitoring, and evaluation of all CSWDO programs, projects, and services, ensuring the integration of social protection, development interventions, and disaster response mechanisms. The Office promotes a culture of excellence, fosters staff welfare and professional development, ensures ethical practice, and maintains a safe and enabling work environment. It represents the CSWDO in inter-office, inter-agency, and community engagements and oversees the overall performance and organizational direction of the Office.

A.1. Person with Disability Affairs Office (PDAO)

The Person with Disability Affairs Office (PDAO), while formally under the Office of the City Mayor, is operationally supervised by the CSWDO. It is mandated to implement all welfare programs and services for persons with disabilities (PWDs) in accordance with existing laws and policies. Its functions include the issuance of PWD Identification Cards and Booklets, facilitation of access to social protection programs, and provision of support services such as livelihood assistance, skills training, and referral to appropriate agencies. The office also advocates for disability-inclusive development, promotes accessibility standards, and ensures the mainstreaming of PWD concerns in local governance and community development initiatives.

A.2. Office of the Senior Citizen Affairs (OSCA)

The Office of Senior Citizen Affairs (OSCA), under the Office of the City Mayor but supervised by the CSWDO, is responsible for the implementation of welfare programs and services for senior citizens pursuant to relevant laws and issuances. Its functions include the issuance of Senior Citizen Identification Cards and Booklets, facilitation of discounts and privileges under the Expanded Senior Citizens Act, and administration of benefits such as Centenarian Cash Gifts. The office also organizes programs that promote active aging, social participation, and community involvement of senior citizens. It ensures access to health, social protection, and support services, while advocating for the rights and welfare of older persons in Tagum City.

B. Operations Support Division

The Operations Support Division ensures the efficient and effective functioning of CSWDO by providing administrative, logistical, information management, and grievance redress services. It supports frontline operations by ensuring the availability of resources, systems, and support mechanisms necessary to implement all social welfare and development programs.

B.1. Admin and Finance Unit

This unit provides administrative and financial support in the implementation of CSWDO programs and services. It is responsible for document processing, records management, preparation and validation of DTRs and payroll documents, communication handling, procurement processes, inventory and property management, and logistical coordination. It assists in fund utilization, liquidations, and adherence to COA guidelines, ensuring timely provision of resources and compliance with government accounting and procurement laws.

B.2. Information Management Unit

This unit provides ICT systems support, digitalization solutions, and technical assistance to ensure a functional and secure technological environment. It manages troubleshooting, maintenance of computer hardware and software, and development of customized digital systems to strengthen CSWDO processes. The unit oversees database systems, supports cybersecurity, and ensures the effective integration of ICT in service delivery and documentation processes.

B.3. Grievance Response Unit (PACD)

The Grievance Response Unit ensures a responsive and client-centered mechanism for addressing inquiries, complaints, and service issues. It receives, records, and facilitates the resolution of client grievances through walk-ins, online platforms, and written communications. It upholds transparency and accountability by ensuring timely responses, proper documentation, and referral to appropriate sections. The unit identifies recurring issues and recommends policy or process improvements to enhance service efficiency and client satisfaction.

C. Community Development and Social Response Division

This division operationalizes preventive, developmental, and rehabilitative social welfare programs for vulnerable and marginalized sectors pursuant to the mandate of RA 7160. It mobilizes families, communities, and local structures to address sectoral needs while ensuring access to immediate support and developmental interventions. The division provides holistic interventions to promote well-being and facilitate recovery from socio-economic vulnerabilities.

C.1. Inclusive Community and Sectoral Mobilization Section

This section implements social welfare and community development activities for children, youth, women, PWDs, older persons, families at risk, and other vulnerable sectors. It facilitates community organizing, sectoral empowerment, capability-building initiatives, and inclusive development strategies. It identifies sector-specific needs, conducts outreach activities, and ensures access to appropriate interventions through partnerships and coordinated service delivery.

C.2. Institutionalized Solo Parent Welfare Section

The Institutionalized Solo Parent Welfare Section focuses on the welfare and development of solo parents and their children, in line with the provisions of the Solo Parents’ Welfare Act. Its functions include the processing and issuance of Solo Parent Identification Cards and Booklets, facilitation of access to social protection programs, and provision of psychosocial support services. The section also develops and implements capacity-building initiatives, livelihood programs, and advocacy campaigns to strengthen the resilience and empowerment of solo parents. It coordinates with partner agencies and community organizations to ensure holistic interventions that address the unique challenges faced by solo-parent households.

C.3. Early Childhood Care and Development Section

This section ensures the effective implementation of the ECCD Program in accordance with RA 10410 (ECCD Act). It oversees the management, supervision, and monitoring of Child Development Centers; facilitates capability building for Child Development Teachers; ensures standards compliance; and strengthens parental involvement. The section formulates plans for holistic child development and safeguards children’s rights to survival, protection, development, and participation.

D. Integrated Social Protection and Transitional Care Division

This division formulates and implements special protection, including during crises, disasters, and emergencies, and intensive case management interventions for children, youth, women, and other at-risk sectors. It ensures compliance with national and local laws on child protection, gender-based violence, trafficking, and safeguarding. It oversees temporary shelters, placement, reintegration, and aftercare services consistent with DSWD standards for residential care and case management.

D.1. Case Management and Social Safeguard Section

This section manages complex and high-risk cases requiring professional social work intervention. It carries out intake, assessment, case planning, referral, case conferences, documentation, and evaluation following DSWD’s Social Case Management System (SCMS). It ensures the implementation of special protection laws (e.g., RA 7610, RA 9262, RA 9344, RA 9208 as amended) and adoption cases. The section coordinates with courts, law enforcement, schools, and barangays to ensure client safety and rights-based interventions. It also champions social safeguards and ethical practice in all casework.

D.2. Crisis Intervention and Disaster Response Section

This section provides immediate, timely, and appropriate interventions to individuals and families in crisis situations, consistent with the Crisis Intervention Unit (CIU) framework of DSWD and local disaster response protocols. It administers emergency financial, material, and psychosocial support; manages assessment and referral processes; and coordinates post-disaster recovery interventions. It collaborates with the City DRRM Office for preparedness, response, and rehabilitation efforts during calamities.

D.3. Residential Care and Reintegration Section

This section manages LGU-operated residential care facilities such as Tagum Sagop Bata Center, PAMANA Boys Care Center, and the Child Minding Center. It ensures standards compliance under DSWD regulatory requirements, administers therapeutic programs, provides 24/7 supervision, and facilitates reintegration or alternative care placement. It oversees staff supervision, program documentation, after-care support, and continuous improvement of residential-based interventions.

D.4. Rapid Rescue Operation Section

The Rapid Rescue Operation Section is tasked with conducting immediate rescue operations for individuals and families found in streets and other vulnerable situations. It ensures the safe retrieval, temporary shelter, and referral of rescued persons toappropriate facilities and services. The section coordinates closely with barangays, law enforcement agencies, and partner organizations to guarantee timely interventions and uphold the rights and dignity of rescued individuals. It also develops protocols for rescue operations, maintains readiness for emergency response, and contributes to preventive strategies that reduce street-dwelling and high-risk exposure among vulnerable populations.

E. Strategic Planning and Social Impact Division

This division functions as the innovation, planning, research, and policy development hub of the CSWDO. It drives transformative initiatives, strengthens organizational performance, and leads strategies to adapt to emerging social issues. It oversees planning, learning and development, data analytics, monitoring and evaluation, knowledge management, social impact assessment, partnerships, and advocacy.

E.1. Planning and Transformative Learning Development Section

This section leads the formulation of social welfare and development plans such as the AIP, SPDR, CLJIP, Manual of Operations, and other specialized plans. It institutionalizes planning standards, facilitates program review and work-planning exercises, and ensures the alignment of all interventions with LGU strategic goals and national standards. It also oversees learning and development programs, competency-based training, and continuous improvement initiatives for CSWDO personnel.

E.2. Partnership, Innovation, and Advocacy Section

This section strengthens multi-sectoral partnerships with NGAs, LGUs, CSOs, POs, Academe, private sector, and international organizations. It facilitates collaboration to expand access to complementary services, resources, and technical support. It leads the office’s innovation agenda, crafts advocacy strategies, manages IEC campaigns, and advances social impact initiatives that support transparency, community awareness, and behavioral change.

E.3. Monitoring and Evaluation Section

The M&E Section supports evidence-based planning and decision-making by generating data-driven insights and performance assessments. It consolidates reports from all divisions and sections for office consumption, inter-agency presentations, and required submissions (e.g., Monday Convocation, AIP, SPDR). It develops and refines key performance indicators aligned with the Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR). The unit conducts data analysis, provides feedback for operational improvement, manages semestral and annual performance reviews, and acts as the alter ego of the Department Head in the coordination of monitoring functions.
