POLICY ADOPTION
The School Board is the legislative body which determines policy for the Baileyville School Department.
Policies are written statements which express the will and intent of the Board with regard to the operation of the District and the schools herein. The Board believes that written policy, rule or regulation should be adopted only when it appears to be essential to the control and administration of the school program.
Policies may be revised, added to, amended or deleted at a regular or special meeting of the board by a majority vote of the members. To allow for public input, first reading and the second reading of a proposed policy or policy amendment will occur in consecutive board meetings, unless the Board decides to extend the time for input or clarification purposes.
To permit time for study of all new policies or amendments to policies and to provide an opportunity for others to react, proposed policies or amendments will be presented as an agenda item to the Board in the following sequence:
First Reading:
1. Information/Discussion - information distributed with agenda. Discussion and first reading of proposed policies; response from superintendent; report from any Board or advisory committee assigned responsibility in the area; Board discussion and directions for any redrafting.
Second Reading:
2. Action - discussion, adoption or rejection.
Amendments to the policy at the action stage will not require repetition of the sequence, unless the Board so directs.
The Board may dispense with the above sequence to meet emergency conditions.
Policies will be effective upon adoption by the Board.
Administrative Regulations
Regulations arise from Board policies and are the more detailed directions that are developed by staff to put policies into practice. The regulations specify how, by whom, where, and when things are to be done. If the Superintendent or the Board feels that a new or revised policy needs a regulation to accompany the policy in order to provide better guidelines for the public or staff, the regulation shall be presented at the same time the new or revised policy is presented for the first reading. No regulation shall exist without an attendant Board policy.
Regulations may be altered in a single reading by the Board.
The Board will review its policies on a regular basis.
