Threshold relates to the expectations, tone, and culture that an educator requires as students cross the "threshold" from the outside world and into their classroom doorway.

Justice William O. Douglas sums up the ruling of the case when stating, "There is no equality of treatment merely by providing students with the same facilities, textbooks, teachers, and curriculum; for students who do not understand English are effectively foreclosed from any meaningful education"
