I want to talk about A.I.
Article By: Gabriel Joaquin . Balingbing
Artificial intelligence is an emerging new technological advancement. In its infant years, it has managed to aid students and workers alike, despite its faults. It is impressive in its ability to replicate human persons. It is impressive technology no doubt, however, it has faced calls to be properly regulated.
Based on my research, there are no concrete laws passed by the legislative branch, about A.I., ratified unto law by executive assent.
The laws in the Philippines have not been updated properly or effectively in so far as there are no concrete actions by the executive and legislative branches.
I firmly believe that we should make official and ratify into law, all bills or proposals properly analyzed and debated upon, about A.I. as it can help with the standardization of the use of A.I. while giving proper protections to the workers. This involves the passing of three documents I want to focus on which are: House bills 7913, 7396, and P.S. Resolution No. 791.
First of all:
House Bill No. 7913 should be studied and passed immediately.
Why is this?
-Firstly, It sets a proper bill of rights for using Al.
This is necessary as any bill of rights is/are invaluable in the cause of defending civilians from any Al company and even government overreach.
-2nd, It defines a lot of legal terms about Al.
Definitions are incredibly important for any future litigations as it definitions in ANY courtroom to ensure that both prosecutions can properly have discourse: It also sets a precedent on how other future laws and court cases on Al will be handled.
-Lastly, It gives and offers a system in which Al is regulated and used effectively and morally. However, this is something I'll focus on in the second bill.
House Bill No. 7396 should be studied and passed immediately in concert with House Bill 7396.
-First, gives more definitions, this time about Al more than the Bill of Rights for humans. The other law, based on what I read, was focused on definitions of the multifaceted nature of Al and less on the Bill of Rights of human workers.
-Secondly, it provides a framework and concrete ideas and groups for the DEVELOPMENT of AI.
This bill has been very detailed in so far as that it was detailed in its description of the development of Al. It gave a framework for government branches that focuses on the development of Al, and a description of the duties of the people who should be in charge.
These bills, when passed in unity and harmony, could be real game changers because one bill sets to develop Al while the other focuses on regulating it.
Lastly, Senate Resolution No. 791 should be looked into to ensure better insight into the House Bills and its numerous benefits overall.
-Sets to regulate A.I
-Firstly , to regulate Al, especially by the upper chamber, would be to set a precedent that helps House Bill 7936, perhaps the creation of a senate committee on the development of Al.
-Secondly, this sets to specifically protect workers and standardize use for Filipino workers. This is absolutely of the utmost importance because it finally sets a precedent for companies to use to standardize Al to ensure fair competition while protecting the rights of workers. The workers can be sure that their jobs are safe from being replaced or ruined.
Arguments and Counterarguments!
The argument of the opposition could be that "Regulations hinder businesses" Now granted, regulations may cost more money for the businesses. But regulations protect their most valuable asset, the workers with higher worker protections and Al regulations. Workers can be more effective by the use of Al while still being protected from any possible exploitation.
In our world, Al works in concert with human workers. Human Workers mold their clay into works of beauty and of marble with the safe, and regulated use of A.I. We fight for progress and for the protection of workers; which is why I have never been prouder to propose.
Goodbye and remember, when in trouble, better ring Balingbing!
