The Proposed Montour County: Forging the Future Comprehensive Plan is available for review during a 45-day review and public comment period from Friday, September 25 through Monday, November 9, 2026.

The Montour County Board of Commissioners is scheduled to hold a public hearing and consider adoption on Tuesday, November 10, 2026. Meeting details and the formal public notice will be posted here when available.

Montour County: Forging the Future is the County’s long-range policy guide for the next decade and beyond. Grounded in community input and informed by data, the plan establishes a shared vision and coordinated strategy for guiding growth, investment, and conservation while protecting the qualities residents value.
The plan addresses interconnected topics including land use, housing, transportation, infrastructure, economic development, recreation, agriculture, and natural resources. It will help the County, municipalities, and community partners establish priorities and make more consistent, transparent decisions.
A comprehensive plan is not zoning law, a decision about any individual project, or a guarantee that every recommendation will be funded or completed.

The planning process began in 2025 and followed five connected steps: Organize, Excite, Listen, Build, and Launch.
A 25-member Steering Committee helped guide the process. Community input was gathered through a countywide survey with 988 responses, public meetings, focus groups, community-event outreach, stakeholder conversations, and committee discussions. That input was combined with data, mapping, and previous planning work to develop the plan's vision, priorities, goals, and strategies.
The resulting plan is organized around three focus areas: Preservation, Places, and Progress. These reflect what Montour County wants to protect, where it wants to invest, and how it wants to move forward.
The Project Budget
The Project Budget
Montour County: Forging the Future, the County's comprehensive plan update, is being completed at a cost of $35,000 and is fully funded by Montour County.
The project budget supports project management, plan development, research and analysis, public outreach and engagement, and assistance through the formal adoption process.
