The planning team will be hosting a final Public Meeting on Tuesday, March 31, 2026, to share the proposed Montour County: Forging the Future Comprehensive Plan.

A comprehensive plan establishes a vision and set of values for a shared idea of the future and presents a roadmap of the steps to make it a reality. Recommendations in the plan can be used to make decisions about every aspect of Montour County. Generally, a comprehensive plan expresses and regulates public policy on land use, transportation, recreation, utilities, and housing. Used effectively, the completed plan is a way to guide investments, define priorities, and shape policy. It is an official document which will be adopted by the Montour County Commissioners; however, it is not a law and can change to reflect the county's interests.
The planning process began in February 2025 with building the by building the steering committee and learning about Montour County through the Organize & Excite Phase. The Analyze, Envision, Plan, and Launch Phases will strategically build a new comprehensive plan for Montour County. A new plan will be adopted by the Montour County Commissioners in December 2025. A roadmap of the planning process is shown below.
The Montour County 2035 Comprehensive Plan will be completed at a cost of $35,000. This includes full project management, plan development, public outreach and engagement, and adoption of the final plan. The budget is supplemented in part by Municipal Assistance Program (MAP) through the PA Department of Community and Economic Development (PA DCED), local contributions, and in-kind services.
