What is a Multi-Tiered System of Supports
Vermont's Multi-Tiered System of Supports is a framework based on continuous improvement and ensuring each Supervisory Union or District has systems in place to support all students. It is a systematic approach, to decision making, in several key areas: High quality instruction and intervention, effective collaboration, comprehensive assessment system, and teacher expertise.
We are working to improve our internal systems in the key areas to support our learners as they strive to reach academic proficiency. Below is our newly created Continuum of Teaching and Learning. This document supports our ongoing conversations as we refine our practices and develop supporting systems to meet the needs of all our students. While we have lots of great practices in place, we have areas that we need to think more critically about and make improvements. This framework was crafted in 2023-2024 and we began implementation in August of 2024.

Supports for students moves freely between "layers" both left and right. As you can see we rely heavily on individual assessment data (see Assessment tab for greater detail and our assessment calendar) to monitor student progress in proficiency attainment.
