General Order #11 was a directive issued by the Union Army in August of 1863, to evacuate 4 counties in the state of Missouri. It’s purpose was to decrease the effectiveness of Confederate guerillas by reducing the amount of supplies available to them, and that was to be achieved by removing the local population. The order actually had the opposite effect, increasing the amount of supplies available to them. The long term effects of the order have decreased development of these counties in Missouri for over 150 years. While General Order #11 was designed to help the Union army fight Confederate guerillas, it actually led to a decrease in development in the affected counties for the past 150 years. This should be an example that while plans may seem good on paper, they can actually have a completely different outcome and have a long term negative effect.
