After serving at Notre Dame, Father Haggerty came to St. Edward’s and early on was able to make some improvements to the campus by way of new furnishings and equipment. Nevertheless, continued financial pressure brought about a cost-saving idea for St. Edward's to downgrade and begin operating as a junior college. Haggerty was given orders to announce this plan, but the local council led a petition to have this idea reconsidered and was successful in suspending the plan for one year. After the university proved to be financially solvent for that year, the idea was dismissed entirely.
