To remit the State 9-1-1 Surcharge, the TDAS Surcharge, and the 9-8-8 Surcharge to the Public Utilities Commission (PUC):
Registration
Create an E-Filings account by clicking here.
Complete and upload the Registration Form (link below) via E-Filings into the proceeding noted on the form.
Receive a company code and filing instructions from Rolka Loube, the custodial receiver that manages filing and payments. These details will be sent to those identified on the registration form.
Visit Rolka Loube’s website, or use the invitation link in the email, and complete account setup in Rolka Loube’s online portal.
Remittance
On a monthly basis, complete and file the surcharge remittance form via Rolka Loube’s online portal. Use the appropriate time period in which the surcharges were collected from the customer, as the rates are built into the form. 2022 and forward must be filed online in Rolka Loube’s Portal.
Send payment directly to Rolka Loube. The address and ACH information for payment can be found on the PUC Payment Remittance page and Rolka Loube’s website. Payment sent via check or money order must be accompanied by a printed copy of the remittance invoice from Rolka Loube’s online form. Forms or payments sent to the PUC will be returned and considered late.

The state 9-1-1 surcharge must be remitted to the Public Utilities Commission using the combined remittance form in Rolka Loube’s online portal.
Rate:
Beginning January 1, 2024: 9¢ per line per month.
Beginning January 1, 2025: 12¢ per line per month.
Applicability:
Any communications service including wireline, wireless cellular, interconnected voice-over-internet-protocol, or satellite in which connections are enabled, configured, or capable of making 9-1-1 calls.
For multi-line telephone systems, the number of 9-1-1 access connections is determined by the configured capacity for simultaneous outbound calling. For example, if the system is configured to be capable of making a maximum of ten outbound calls simultaneously, then the customer should be assessed for ten state 9-1-1 surcharges.
Prepaid wireless telecommunications service is exempt from the State 9-1-1 Surcharge. See the Prepaid Wireless 9-1-1 Charge below.
State and local governmental entities are not exempt.
Lifeline customers are not exempt.
The TDAS Surcharge must be remitted to the Public Utilities Commission using the combined remittance form in Rolka Loube’s online portal.
Rate:
Beginning April 1, 2023 3¢ per line per month.
Beginning June 1, 2025 6¢ per line per month.
House Bill 25-1154 Effective June 30, 2025: TRS becomes Telephone Disability Access Surcharge (TDAS) at 6¢ per line per month.
Applicability:
All services, including wireline, wireless cellular, interconnected voice-over-internet-protocol, or satellite which are capable of providing voice service.
Prepaid telecommunications services are exempt. Please see the Department of Revenue's Prepaid Wireless Charge page for more information about prepaid service.
For multi-line telephone systems, the number of voice connections is determined by the configured capacity for simultaneous outbound calling. For example, if the system is configured to be capable of making a maximum of ten outbound calls simultaneously, then the customer should be assessed for ten state 9-1-1 surcharges.

Any communications service including wireline, wireless cellular, interconnected voice-over-internet-protocol, or satellite in which connections are enabled, configured, or capable of making 9-8-8 calls.

High Cost Support Mechanism contributions are invoiced by the Commission and based on a percentage calculation of revenue and must be remitted to the Public Utilities Commission using the Commission’s HCSM vendor Rolka Loube’s online portal below.
