The implementation of OASIS E is set to begin on January 1, 2023.
The manual for OASIS E is 396-pages, but still in a similar format as previous guidance manuals. This will be one of the largest changes to OASIS documentation that has occurred since OASIS was implemented in 1999.
Chapter 3 of the OASIS E manual provides details of each and every one of the OASIS items, how to answer the items, and some very specific guidance as to how those items should be approached when assessing the patient. As an example, text changes were made to items in Section GG and Section J, either the language of the question was changed or the instructions related to the question were changed. The goal of OASIS E is to have a clinical assessment document that allows the calculation of outcomes across the post-acute care continuum.
Appendix D provides detailed descriptions of the changes, including a chart to show the things that have changed from OASIS D1 to OASIS E; significant changes such as entire sections of the OASIS being added or deleted, or the timing when an item is to be completed. As an example, there are multiple questions pertaining to wounds that will no longer be completed at follow-up or at the point of recertification of a patient.
Keep in mind that the OASIS is not just a clinical assessment. It helps to drive the type and level of care your agency provides to the patient, it impacts the outcome calculations, the star ratings, and payment in the form of the PDGM HIPPS code, which exclusively uses the OASIS to calculate the functional portion of that PDGM calculation. Additionally, the changes will impact the Value-Based Purchasing (VBP) Nationwide Rollout that is to begin on January 1, 2023.
With all of this being said, the plan will be to create and conduct OASIS E Training for all of you, the providers, to review the changes and answer any questions in preparation for the upcoming implementation. A link to the OASIS E Guidance Manual is located at the top. If you have not already, I suggest a review of the information and changes be started sooner rather than later.
