In the past, Colorado prohibited the reporting of HIV and AIDS on the MDS. However, effective 1/1/2024 this has changed and Colorado no longer prohibits the reporting of these diagnoses on the MDS.
In January 2024, The Centers for Medicare & Medicaid Services (CMS) announced the removal of quality measures from the iQIES Review and Correct Reports, Facility-Level Quality Measure (QM) Reports, and Resident-Level QM Reports:
Application of Percent of Long-Term Care Hospital (LTCH) Patients with an Admission and Discharge Functional Assessment and a Care Plan That Addresses Function
Application of IRF Functional Outcome Measure: Change in Self-Care Score for Medical Rehabilitation Patients
Application of IRF Functional Outcome Measure: Change in Mobility Score for Medical Rehabilitation Patients
Once the above has been removed from reports, you will no longer have access to any data or measure results for these measures.
These measures will last appear in the April 2024 Provider Preview Reports for the July 2024 Refresh of SNF QRP data. Starting with the October 2024 Release, these measures will be removed from Care Compare and Provider Data Catalog. Once removed, the historic publicly reported measure data will continue to be available in the Nursing Homes Including Rehab Services Data Archive files on the Provider Data Catalog.

For the state and Telligen to continue their commitment to CMS (Centers for Medicare and Medicaid Services) PASRR compliance, beginning Jan. 31, 2024, any provisional PASRR admission (section C on the Level I screen), will now be manually reviewed to ensure the required documentation has been attached to the case.
Please Note: This will turn off the auto-approval process, and the manual review process could take up to six (6) business hours to complete.
To expedite the process for our reviewers please keep the following in mind:
Under federal rule, Colorado will now require the individual’s attending physician to certify in writing that the individual meets the criteria for the EHD PASRR provision. To do this, hospitals may:
Use the form titled “Exempted Hospital Discharge Form- May 2023” located on the PASRR webpage. Use the attending physician’s signature embedded in a physician's progress note; or
Use a “dot phrase”/smart phrase/auto text/medical template electronically signed by the attending physician; or
Hospitals can choose to create their form.
If this form is not easily located in the Level I screen, an RFI (Request for Information) will be issued and may delay the Level I being processed.
