The links pertain to the Fiscal Year (FY) 2026 and FY 2027 Skilled Nursing Facility Value-Based Purchasing (SNF VBP) Program performance standards for the Total Nursing Staff Turnover (Nursing Staff Turnover) measure which the Centers for Medicare & Medicaid Services (CMS) published in the FY 2024 SNF Prospective Payment System (PPS) Final Rule on August 7, 2023, and in the FY 2025 SNF Prospective Payment System (PPS) Final Rule on August 6, 2024, respectively. The Nursing Staff Turnover measure is one of the four measures included in the SNF VBP Program for the FY 2026 Program year and one of the eight measures included for the FY 2027 Program year.
This communication does not affect the current FY 2025 SNF VBP Program scoring and incentive payments nor does it affect prior FYs. SNFs do not need to do anything at this time, or in the future.

Your Medicare Administrative Contractor will send you a revalidation notice. SNFs will have until May 1, 2025, to submit their revalidation. See Become a Medicare Provider or Supplier.
November 19, 2024: CMS releases a QSO memo regarding significant changes to the LTC survey process
Important CMS Updates for Skilled Nursing Facilities:
On Nov. 18, 2024, the Centers for Medicare & Medicaid Services (CMS) released a QSO memo regarding significant changes to the LTC survey process. CMS will publish these changes in Appendix PP of the State Operations Manual (SOM) in February 2025 for State Survey Agencies (SAs), long-term care facilities, and the public to understand how compliance will be assessed. This guidance will also be available to surveyors in the Automated Survey Process Environment (ASPEN) system starting Feb. 24, 2025. Surveyors will begin using the guidance to determine compliance at that time. CMS is also making technical corrections to many citations which can be found in the advanced copy of the State Operations Manual Appendix PP - Guidance to Surveyors for Long-term Care Facilities at the end of the memo.
