Depends on how it is being used. Zoom does promise, however, that in education accounts, Zoom is FERPA, COPPA, and CCPA compliant. Link for more information here.
After discussing Zoom with SCOE's Legal Counsel, we recommend creating a "notice or consent policy" including a message that participants "do not have a reasonable expectation of privacy in information and images that can be perceived through audio and/or video during the use of Zoom’s services."

Yes. The free account will allow you to record locally and the premium account will give you access to cloud recording. You can see those settings by logging in to your account at zoom.us.
NOTE: If recording students, make sure you have parent/guardian permission.
