ARTICLE I
Name
This organization shall be called the Spring Valley Elementary Parents Club.
ARTICLE II
Purpose
The purpose of this organization shall be to promote the welfare of Spring Valley Elementary School and the students therein, to support current school programs, and to develop new programs that promote the educational and social development of Spring Valley Elementary students. The Spring Valley Elementary Parents Club shall work to improve communication between parents and the school, promote school spirit and social interactions, and support the activities and programs through financial and/or voluntary support.
ARTICLE III
Policies
The Spring Valley Elementary Parents Club shall be a non-profit organization. The Spring Valley Elementary Parents Club is an established organization whose members are parents of Spring Valley Elementary students in 4K through 5th grade. The use of funds and proceeds derived by this organization shall be for the benefit and enrichment of the educational experience of the students at Spring Valley Elementary.
The Spring Valley Elementary Parents Club shall not seek to direct the administrative activities of the school or to control its policies. Likewise, the administration of the School District of Spring Valley may not use the organization of the Spring Valley Elementary Parents Club as a platform to promote its own political agendas that in purpose conflict with the established purpose of the organization.
In the event of the dissolution of the organization, a committee shall be immediately appointed by the organization to disburse all funds on hand within thirty days of the dissolution date. Such disbursement shall be for the benefit of the students of Spring Valley Elementary, under the laws of the State of Wisconsin.
ARTICLE IV
Membership and Dues
Any parent or legal guardian of students enrolled in Spring Valley Elementary who are interested in the purposes for which the Spring Valley Elementary Parents Club is established and willing to uphold its policies and subscribe to its bylaws may become a member.
The Spring Valley Elementary Parents Club does not require the payment of dues at this time but retains the right to charge its members dues in the future if the organization deems it right to do so.
ARTICLE V
Officers and Elections
The officers of the Spring Valley Elementary Parents Club shall consist of a President, Secretary, Treasurer and Publicist who shall be chosen from among those who are members in good standing of the organization. These officers shall be known as the Executive Committee and may make decisions on an ad hoc basis between meetings.
These offices shall be held for one year. Elections shall take place each Fall at the publicly held meeting in October. Officers shall assume their duties immediately following the end of this meeting holding the elections.
Any vacancy may be filled by a majority vote. The newly appointed officer would serve for the remainder of the current term.
The principal of Spring Valley Elementary shall be an ex officio member and does not hold a voting right in the organization.
ARTICLE VI
Duties of Officers
The President shall preside at all meetings of the organization and shall appoint any necessary committees and committee chairmen, and shall perform all other duties pertaining to the office. The President may delegate responsibilities in his/her absence.
The Secretary shall keep a complete record of the proceedings of each meeting and read the minutes for approval and shall perform other such duties as may be delegated.
The Treasurer shall collect money forthcoming from all projects and make a clear record of the same and report thereon to the membership whenever called upon to do so. The Treasurer shall pay all bills and accounts against the organization when properly certified. The Treasurer is responsible for the financial integrity, monthly report of income and expense and year-end reporting of income, expenditures and remaining balance.
The Publicist shall be responsible for the pictorial accounts of the Spring Valley Elementary Parents Club activities and all media support for those activities and shall perform other such duties as may be delegated.
ARTICLE VII
Meetings
The Spring Valley Elementary Parents Club shall meet on a regular basis as currently being the first Tuesday of each month of the academic year, and members present at the meeting shall constitute a quorum.
ARTICLE VIII
Amendments
These bylaws may be amended at any regular meeting of the Spring Valley Elementary Parents Club by a two-thirds vote of the members present, provided the proposed amendment has been presented through the Executive Committee and has been read at the previous meeting of the organization.
