General Intellectual and Specific Academic Areas

Gifted and Talented Formal Identification Process for Students in Grades 4-12. (General Intellectual and Specific Academic Areas)The identification process is based on 704 KAR 3:285.
The process listed below is for General Intellectual. The other academic areas of identification have similar steps related specifically to that area. Students must meet criteria on step 1 to proceed to step 2. Students must meet criteria on three of the identification tools in steps 1 and steps 2.
Step 1: Eligibility Identification Procedure:Students must score in the 96th percentile (or better) on a norm-referenced test. Specific Academic: TWO Scores of 96% or above on MAP Assessments in the specific area in a calendar year test cycle. Step 2 of the Identification Procedure: Profiles are created on students meeting criteria in Step 1. One or more of these tools will be considered.
  • Teacher Checklist Information Form Score (96% of consistent skills indicated)
  • MAP Scores(Three or more content areas in the 96th percentile for GI)
  • Continuous Progress (A composite score of 96% or above on the most recent end of year grades. We have defined composite as the mean of language arts, math, science and social studies.)
  • Anecdotal Records (Teacher Records/Checklist and Information Form)
  • Student work that consistently substantiates general intellectual/specific academic giftedness.

Step 3: : The Gifted Education Selection and Placement Committee will meet to analyze the data. The committee will decide if criteria has been met to qualify for a gifted plan or may request additional data for consideration and re-evaluation. Once a student qualifies for a GT plan the committee will establish service options (minimum of two) to develop a Gifted Student Service Plan.
* Students are eligible for formal identification in grades 4-12. Once a student receives a GSSP, the plan stays in effect until graduation from high school. Additions to current GSSPs can be made at any time upon a student meeting the criteria.

Creativity - Creative or Divergent Thinking Ability

The process listed below is for Creativity (Critical Thinking) . Students must meet criteria on step 1 to proceed to step 2. Students must meet criteria on three of the identification tools in steps 1 and steps 2.
Step 1: Eligibility Identification Procedure:Students must score 96% or above on a test of creative/divergent thinking. Step 2: Identification Tools: Profiles are created on students meeting criteria in Step 1. Students must meet the following: * Portfolio of student work samples *Teacher Checklist of Specific skills (96% or above) * Other
Step 3: : The Gifted Education Selection and Placement Committee will meet to analyze the data. Leadership

Gifted and Talented Formal Identification Process for Students in Grades 4-12.(Leadership)The identification process is based on 704 KAR 3:285. Step 1: Eligibility Identification Procedure: These students are identified on the basis of informal measures that may include demonstrated leadership roles, sociograms, observations of leadership, product/portfolio review, and/or self-reflections. Students must meet a minimum criteria on three of the identification tools. Screening for leadership: This criterion must be met in order to continue the screening process.
  • Teacher Checklist and Information Form: Student must score a minimum of 27 points or 96th percentile.
  • Step 2 of the Identification Procedure:
  • Student Self-Rating Checklist and Information Form: students will complete this form.
        • ONE of the following identification tools will be considered.
            1. Parent Checklist for Leadership Potential
            2. Offices held by student
            3. School Leadership Programs
            4. Community Service Leadership Checklist and Information Form

Visual and Performing Arts

Gifted and Talented Formal Identification Process for Students in Grades 4-12.(Visual and Performing Arts)The identification process is based on 704 KAR 3:285. Step 1: Eligibility Identification Procedures: Referrals are submitted and data is collected. Per 704 KAR 3:285, students must meet a minimum criteria on three of the identification tools. Students are identified based on exceptional performance through observations of demonstrated arts ability, portfolio review, and/or audition.
Step 2: Data collection
MUSIC:
  1. Teacher Checklist for Music
  2. Parent Checklist for Music potential
  3. A video of performance
  4. Recommendation from a community instructor or specialist
  5. Student Self-Rating Music Interest Inventory and written response
  6. Awards and recognitions
  7. Continuous Progress in Music Class
ART:
  1. Teacher Checklist for Art
  2. Parent Checklist for Visual Arts potential
  3. Art Portfolio (samples of work) evaluated by a professional
  4. Recommendation from a community instructor or specialist.
  5. Student self-rating Visual Arts Interest Inventory and written response
  6. Awards and recognitions
  7. Continuous progress in Art class
DRAMA:
  1. Teacher Checklist for Drama
  2. Parent Checklist for Drama potential
  3. A video/portfolio
  4. Recommendation from community instructor or specialist.
  5. Student Self-Rating Drama Interest Inventory and written response
  6. Awards, recognitions, demonstrated drama participation
DANCE:
  1. Teacher Checklist for Dance
  2. Parent Checklist for Dance potential
  3. A video of performance
  4. Recommendation from community instructor or specialist.
  5. Student Self-Rating Dance Interest Inventory and written response
  6. Awards, recognitions, demonstrated dance participation
* Auditions will be scheduled for student not participating in community activities and/or for additional information, Step 3: The Gifted Education Selection and Placement Committee will meet to analyze the data. The committee will decide if criteria has been met to qualify for a gifted plan or may request additional data for consideration and re-evaluation. Once a student qualifies for a GT plan the committee will establish service options (minimum of two) to develop a Gifted Student Service Plan.

PROCEDURAL SAFEGUARDS AND GRIEVANCES

Procedural Safeguards and Grievances
Parents and/or students (Grades P-12) may petition for identification or may appeal non-identification or appropriateness of services.
1. The appealing party shall submit in writing to the Gifted-Talented Coordinator specifically why s/he believes that screening results are not accurate or talent pool services or service options in the gifted and talented student services plan are not appropriate and why an exception should be made or reconsideration given.
2. The Gifted-Talented Coordinator shall compile student data and present that along with the petition or appeal to the Selection/Placement Committee. The information presented shall include a recommendation accompanied by available substantiating evidence.
3. The Committee shall hear appeals, make a recommendation, and respond in writing to the appealing party within ten (10) working days of receipt of the appeal and accompanying information. If the appeal concerns the unavailability of appropriate service options, the Committee shall consult with the school council.
4. If the Committee rules in favor of the grievant, the following option shall apply as appropriate:a) S/he may participate in the program as soon as the parent or guardian signs the required permission form.b) A change in either the gifted and talented student services plan or provision of services shall be made in a timely manner.
5. If the Committee rules against the grievant, a further written appeal may be made to the Superintendent, who must respond in writing within ten (10) working days of receipt of the appeal.
6.Should the Superintendent uphold the decision of the Selection/Placement Committee, the appealing party may petition the Board, which will have the final decision in the case. The Board shall make a determination at the next regular meeting following receipt of the appeal.
