Experimental and Quasi-experimental Policy Evaluation

인과관계 규명은 엄밀한 과학적 연구의 핵심이다. 사회과학분야에서도 특정 프로젝트, 프로그램 및 정책에 대한 인과적 효과를 분석하기 위한 다양한 실험 및 준실험적 정책평가방법론이 적극 도입되고 있다. 이 강의는 인과관계 추론을 위한 이론적 배경을 살펴보고, 상관관계 분석의 한계를 효과적으로 극복할 수 있는 무작위통제실험, 도구변수, 이중차분, 패널고정효과, 회귀불연속설계 등과 같은 정책평가방법론을 살펴보는 것을 내용으로 한다. 통계분석패키지를 활용하여 기존 영향평가 연구 분석 내용을 모방실습함으로써 정책평가방법론에 대한 실제적 이해를 높이고 앞으로 다양한 도시사회혁신 프로그램 및 정책을 분석, 평가하고자 하는 학생들에게 방법론적 기초 지식을 제시한다.

Proving causality is the essential component of research with scientific rigor. Even in social sciences, various experimental and quasi-experimental policy evaluation methods to analyze causal effects of a specific project, program, and policy have been actively introduced. This course examines the theoretical framework for causal inference and introduces impact evaluation methods such as randomized controlled trials, instrumental variable, difference-in-differences, panel fixed effects and regression discontinuity design which effectively overcome the limitations of correlation analysis. The replication practices of the previous impact evaluation research with a statistical software package aim to improve practical understanding of impact evaluation methods and to introduce the basic methodological knowledge to students who are interested in evaluating the impact of urban and social innovation programs/policies.


사회적 경제와 정책

Social Economy and Policy

본 강의는 사회적 경제의 개념, 사회적 경제 주요 행위자 및 주요 국가의 사회적 경제 현황을 개괄적으로 살펴본다. 우선 제1섹터 시장과 제2섹터 정부의 한계와 실패를 분석한 후, 제3섹터 사회적 경제가 시장과 정부의 한계(실패)를 보안할 수 있는 대안적 해결방안이 될 수 있는지를 검토한다. 사회적 기업가, 협동조합, 사회적 기업, 소액금융대출, 사회적 금융, 기업의 사회적 책임 등과 같은 사회적 경제의 주요 주제를 검토한다.

This course overviews the concept of social economy, the key actors of social economy and the status of social economy by country. In this course, we first discuss the first sector (market) and the second sector (government) with their limitations and failures. Then, we consider social economy in the third sector as an alternative solution to complement the limitations (failures) of the first and second sectors. The topics of social economy such as social entrepreneurship, co-operatives, social business enterprise, microfinance institution, social finance, and corporate social responsibility will be discussed in the course.


Foundations of Sustainable Development

This course provides an introduction to the interdisciplinary field of sustainable development, drawing on the most recent developments in the social, policy, and physical sciences. Students are expected to learn about the interaction between economic development and physical ecology, and gain a deeper understanding of the ways in which they impact each other. Ecological constraints (climate, disease ecology, physical resources such as soils and energy sources, topography and transport conditions) significantly shape the patterns of economic development, demography, and wealth and poverty. At the same time, anthropogenic activities (farming, resource depletion, demographic stresses, and energy use) change the physical environment. This course will explore the multidisciplinary nature of sustainable development in order to deepen students’ understanding of the key challenges and potential solutions to achieve sustainable development in the 21st century. This course follows a blended learning approach. The Age of Sustainable Development, a Sustainable Development Solutions Network (SDSN) MOOC is an integral resource for the course. Students are expected to register The Age of Sustainable Development and to watch the online lectures by Prof. Jeffrey Sachs in advance of completing the course.
