SJSU supports freedom of expression and academic freedom for all students, faculty, staff, and visitors.
The TPM Policy governs when, where, and how expression occurs on university property.
It applies to:
Students
Faculty and staff
Recognized organizations
Campus visitors and non-affiliates
All TPM regulations must be:
Viewpoint-neutral – No restrictions based on speech content.
Reasonable – Serve a valid safety or operational purpose.
Flexible – Allow other ways to communicate your message.
Public Areas
These are outdoor or open areas where the public is allowed without special permission. Examples: certain lawns, plazas, MLK Library, walkways.
Limited Areas
These are places like most academic or administrative buildings, certain lecture halls or classrooms, Student Union reservable rooms, etc. The “limited” label means there are restrictions on access /use.
Non-Public Areas
Essentially, these are interiors of buildings or facilities not listed under “public” or “limited” in the SJSU Addendum. Offices, storage areas, maybe certain labs, etc. These are not open for general public use.
