Randy has over two decades of experience across state, local, and federal government. He currently leads Security Operations & Intelligence at the Center for Internet Security. In this role, he oversees the execution of CIS' Security Operations Center, Cyber Threat Intelligence, Physical Threat Intelligence, Cyber Incident Response, and Red Team missions in direct support of the Multi-State ISAC. Previously, he led the largest Joint DoD Security Operations Center in Europe and headed the Intelligence Department for the Navy's Cyber Operations Task Force. Early in his career, he served on active duty in the U.S. Air Force and, upon discharge, he was New York State’s first local government-focused penetration tester. He moonlights as an adjunct instructor at Siena University and the State University of NY at Albany. He sits on the Board of Directors for two local community focused non-profits helping those in need of housing and supplies. With an academic foundation in anthropology, psychology, and cybersecurity, Randy focuses on the human side of security and our interactions with emerging and future technology.

Janell Morris is the Division Director of Payroll Services and has worked at SJCOE for over 27 years. The Payroll Services Unit provides support and services to both SJCOE employees and the payroll staff at the districts within San Joaquin County. Janell is a proud lifelong resident of Manteca where she lives with her husband and two teenage children.

Anthony Chapman has been in education for almost 25 years. Prior to his roles in Human Resources, he began his career as a High School Spanish teacher, and since held multiple administrative roles at both the elementary and secondary levels. Following site leadership, he served as Director of Human Resources within Manteca Unified School District and currently serves as Chief Human Resources Officer for the San Joaquin County of Education. He is passionate about serving San Joaquin County in order to impact students of all ages. In his downtime, Anthony is an avid sports fan who enjoys spending time with his family and outdoors.

Annie Cunial has worked at the San Joaquin County Office of Education for the past 15 years. While at the SJCOE, Annie has served as a coordinator or student events, division director of STEM, assistant superintendent of Educational Services, and currently deputy superintendent of Professional Learning and Support (PLS). PLS supports all districts and educators in San Joaquin County and provides opportunities for students through student activities such as robotics, academic competitions, honor concerts and outdoor education. CodeStack, Teachers College of San Joaquin, early childhood education and SELPA are also housed within this branch.
Prevention Coordinator, Comprehensive Health | Educational Services

Rita Rasuli is a Prevention Coordinator with the San Joaquin County Office of Education, where she provides training and technical assistance focused on mental health, wellness, trauma-informed practices, and school safety. With many years’ experience in education, she is passionate about equipping educators and other professionals with practical strategies to better support themselves, colleagues, and students. Rita facilitates trainings including Mental Health First Aid, PersonBrain Model, Adverse Childhood Experiences (ACEs), suicide prevention, and other evidence-based practices. She enjoys creating engaging, interactive learning experiences that participants can immediately apply in their work. Rita believes that when individuals feel confident and supported, they are better prepared to help others thrive.
Cyber Intelligence Analyst

Sacramento County Sheriff’s Office/Central California Intelligence Center
Bill Kizer has over 30 years of experience in Information Technology, working for the County of Sacramento and Sacramento County Sheriff’s Office. Bill has 12 years of experience in Cybersecurity – mostly Blue Team – and is currently a Cybersecurity Intelligence Analyst for Central California Intelligence Center (CCIC), a Fusion Center in California, under the direction of the Department of Homeland Security. Bill has a Master’s Degree in Cybersecurity and several GIAC certifications in cybersecurity. Since joining CCIC he has helped his team conduct numerous Network Vulnerability Assessments, helped with Incident Response, and a variety of cyber assessments for organizations within CCIC’s Area of Responsibility. Bill is also working hard in the community to be impactive at the local schools to help educate students on staying safe online by speaking regularly to both parents and students.

Christie is a dedicated education professional with 13 years of experience in public education. She currently serves as the Agriculture and Work-Based Learning Coordinator for the San Joaquin County Office of Education under the STEM, Workforce Development, and Innovation Division in the College and Career Readiness Department.
Passionate about shaping the future of education, Christie is committed to providing students with opportunities in the youth apprenticeship space.
Christie oversees the Apprenticeships Reaching Career Horizons (ARCH) youth apprenticeship program at the SJCOE. She considers herself blessed to live out her purpose in education every day.

Tim Femister is the Managing Principal of Firestorm Global, a trusted cybersecurity firm. He is an experienced industry executive and thought leader with deep domain expertise in information security, specifically in public education. Tim has been featured in Forbes, NBC, Lifetime, CRN, CIO Dive, and other media outlets, as well as local and national industry conferences. His most recent Forbes article is entitled “The Rising Threat of Cyber Attacks on K-12 Schools.” Previously, he was the CEO of an equity-backed technology services firm and a corporate executive for a national IT solutions provider. Tim is fiercely passionate about helping education organizations establish secure digital experiences that empower safe learning.

James Reed is a technology leader with over 11 years of experience in K–12 education and a strong background in customer-focused innovation from his time as a Creative at Apple. Now serving as a Coordinator IV – Cybersecurity Architect, he specializes in strengthening systems, security, and operational processes. Before moving over to SJCOE, James began his K-12 career at Lammersville Unified School District as a Tech I, advancing to Program Manager while leading impactful improvements across the district. He recently completed the SDCOE Project Management Academy and will be presenting at this year’s conference, reflecting his commitment to continuous cybersecurity education and growth in education technology.
