Executive Session for Governors 1 of PLGP2 was held on November 17, 2016 at St. Giles Hotel. Eleven (11) governors attended.
The Program
The Governors for Health and Development (G4HD) is an 18-month practitioner-oriented bridging leadership program designed as a learning journey for provincial chief executives to help them become provincial champions for health and catalysts in achieving the goals of the Philippine Health Agenda 2016-2022.
The G4HD Advantage
The program will help the Governor, together with his/her provincial health team:
Operationalize his provincial health system in line with the Philippine Health Agenda 2016-2022 by:
Providing better health outcomes for his constituents, especially the poor and low income.
Establishing the service delivery network.
Ensuring Universal Health Coverage.
Integrate the local municipal development plans into the overall provincial health investment plan
Ensure that provincial hospitals become health- and revenue-generating centers; and
Translate provincial health gains into social and political capital.
For PLGP2, each Governor is expected to formulate a provincial health program that is aligned with the Philippine Health Agenda 2016-2022 with focus on equity and then implement it using the Bridging Leadership process to achieve at least the following outcomes (better and equitable health outcomes - maternal, nutrition and another priority provincial health indicator; better and equitable social determinants of health outcomes - education, WASH (Water, Sanitation and Hygiene), a priority provincial SDH indicator).
Each Governor is given 18 months to acomplish and achieve the above.
Each Governor is expected to use at least the following strategies:
Health Equity Information System (evidence-based planning and monitoring)
Integrated municipal and provincial investment plan for health (PIPH)
Service Delivery Network (BHS, RHUs, Hospitals, Transportation, Integration)
PhilHealth (Universal coverage, no out of pocket, income generating facilities)
Comprehensive health package for the triple burden of disease
Essential health care package for BHS and RHU and L1, L2, and L3 hospitals
Program for social determinants of health (SDH)
