Goal of ZFF PLGP Cycle 2:
Best possible health for Filipinos, particularly the poor, through improvement of province-wide health system in selected provinces (8) under the leadership of the governor.

Educational Programs for Governors and PHOs and Chief of Hospitals (assumptions: Regional Directors and PHTL are coaches and have the know-how)
Governors for Health Development (Bridging Leadership Course)
PHOs and COHs (Bridging Leadership Course and Technical Course) (assumptions: Regional Directors and PHTL are coaches and have the know-how)
This is a 16-month health leadership development program for a group of committed governors who want to realize their vision for health for the constituents of their provinces (best possible health for Filipinos, particularly the poor, through improvement of province-wide health system through their leadership).
The G4HD is composed of 2 executive sessions for governors, 6 coaching sessions, a graduation and colloquium, and a leadership retreat and program evaluation
PLGP Course for PHO and Chief of Hospitals
This is a 16-month health leadership development program for the PHO, chiefs of hospitals and other key member of the governor’s team which will complement the Governors for Health and Development program.

The components of the ZFF PLGP Cycle 2 that will enable the attainment of the objectives are the Governors for Health Development (G4HD) and the PLGP Course for PHOs and chiefs of hospitals.
The component programs are centered on the development of bridging leadership competencies of the health leaders and the application of these competencies in developing an integrated province-wide health system that is responsive to the needs of the people, particularly the poor.
The programs for the governors and his/her team are complementary and will run for 16 months.
PBLI
The DOH Regional Directors are not included in the educational courses (as they are assumed to know what they are supposed to do to improve the health of the province?).
The PHTL are not included also? Are they assumed to know what they are supposed to do to improve the province-wide health system?
The City Mayors are not included also?
The municipal mayors are included.
