賴勇成博士為台灣大學軌道科技研究中心以及土木系交通組教授,目前亦擔任美國運輸學會 Transportation Research Record(TRR)以及 Journal of Rail Transport Planning & Management(JRTPM)期刊副主編、國際鐵路作業研究學會(IAROR)理事、世界交通研究學會 (WCTRS) 鐵路運輸委員會共同主席、台灣軌道工程學會(RESOT)理事、中華民國運輸學會(CIT)常務監事、交通部大眾捷運系統建設及周邊土地開發計畫審查委員、台灣高速鐵路公司獨立董事、財團法人鐵道技術研究及驗證中心董事。他過去也曾於2010~2016年間擔任美國運輸學會(TRB)軌道營運科技委員會(AR030)主席、2015年擔任日本千葉工業大學富井研究室訪問學者、2019年寒假擔任香港理工大學可持續發展研究院(RISUD)客座教授、2019年暑假擔任日本關西大學社會安全學院客座教授。賴教授的主要專長為軌道運輸,研究範疇包含軌道營運規劃、軌道容量分析、與軌道安全。他於2002年自台大土木系學士畢業,隨即加入美國伊利諾大學土木工程研究所與軌道工程研究中心(RailTEC),並分別於2004年和2008年取得碩、博士學位。在美國就學期間,他曾利用暑假期間赴BNSF鐵路公司總部工作,擔任鐵路服務設計部門之實習研究員,獲得許多寶貴之實務經驗。取得博士學位後,賴教授於2008年回到台大土木系任教,並與多位長年從事軌道教育與研究之教授共同成立了「台灣大學軌道科技研究中心」與「軌道運輸學群」,以整合並培養軌道專業人才。賴教授長年在軌道運輸研究領域耕耘,致力於軌道領域之教學、研究與服務,相關期刊發表超過五十篇,會議論文超過九十篇,另外也獲得不少國內外獎項的鼓勵,其中包含運輸學會2013年傑出運輸青年、2013年台灣大學傑出教師(Top 1%)以及優良導師(Top 1%)、2014年科技部吳大猷先生紀念獎、以及2016年美國運輸學會服務貢獻獎等。

Yung-Cheng Lai, also go by Rex, is a professor in the Railway Technology Research Center and Division of Transportation Engineering of Department of Civil Engineering at National Taiwan University. He is also the associate editor for Transportation Research Record (TRR), associate editor for the Journal of Rail Transport Planning & Management (JRTPM), and co-chair for Rail Transport Special Interest Group of World Conference on Transport Research Society (WCTRS). He is currently the independent director of the Board of Directors of Taiwan High Speed Rail Corporation (THSRC), the Director of the Board of Railway Technology Research and Certification Center, the Executive Supervisor of the Chinese Institute of Transportation (CIT), the Board Member of International Association of Railway Operations Research (IAROR), and the Board Member of the Railway Engineering Society of Taiwan (RESOT). He also served as the Chairman of Railroad Operating Technologies Committee (AR030) at US Transportation Research Board (TRB) from 2010 to 2016, visiting scholar at the TOMII Lab in Chiba Institute of Technology in 2015, visiting professor at Research Institute for Sustainable Urban Development (RISUD) in Polytechnic University (PolyU) in Hong Kong in 2019, and visiting professor at Faculty of Societal Safety Sciences at Kansai University in 2019. His main research interests include railway operations management, capacity planning, and railway safety. He received his Bachelor Degree at National Taiwan University in 2002, Master and PhD from the Railroad Engineering Program at University of Illinois at Urbana-Champaign in 2004, and 2008, respectively. His professional services and performance were recognized with the “Distinguished Young Transportation Professional Award” from the Chinese Institute of Transportation in 2013, both the "Distinguished Teaching Award (Top 1%)" and the "Excellent Advisor Award (Top 1%)" from National Taiwan University in 2013, the “Ta-You Wu Memorial Award” from the Ministry of Science and Technology in 2014, and the “Certificate of Appreciation” from the US Transportation Research Board in 2016.
