1. School-based, with a culture of collaborative accountability and openness.

2. Teacher teams review student performance and teaching methods.

3. Target particular outcomes to try and improve.

4. In examining different approaches, look for opportunities to add value with ICT.

5. When a new use of ICT shows promise, seek support and begin teacher and student trials.

6. Trial new techniques and assess their impact on outcomes.

7. Decide on adoption and further skills development.

The difference in this approach is that the focus of the teachers' attention is particular curriculum outcomes. Learning about and trialling ICT is directed towards these outcomes. ICT is seen as just one element in making the learning happen.
