In theory it is possible to use the parallel printer port of a PC to recover the fuse settings of an Arduino Uno. If the SPI serial interface of an Arduino is not working then the fuses may need reprogramming by using the high voltage (12 volt) parallel method.

The EUR7721KD0.exe Windows program sends key codes to a Arduino via a USB cable when you click on the buttons of the remote image.  This allows an Arduino to emulate a Panasonic EUR7721KD0 remote control.  A sketch for an Arduino is included in the downloadable .zip file.
