Electricity is one of the utilities. Utilities affect your supply happiness. Electricity can be spread using zones, buildings, and power lines. Power lines don't need to be connected to spread electricity, but they do need to be within range of each other. Also, most power plants have the option to change performance, which can be used to adjust how much power you are producing. Performance can be changed by tapping on the building to view it's info.
