The image below compares development before and after the implementation of Tanzania's "20,000 plots project" in Dar es Salaam. Use the slider to see development from 2001 to 2021.

Before: In 2001 the land was largely undevelopped 'greenfield'. The planners traced out plots (in white) and the planned area boundary (in red).

After: By 2021, these plots have filled in with residential development, and outside the planned area has developed haphazardly.
