Policy work
Currently, I work on issues of environmental and energy economics in the context of German (and, broader, European) policies.
In the U.S., I was applying my academic expertise in various public proceedings, mostly concerning regulation of two wholesale electricity markets: PJM and New York-ISO. Harnessing my academic knowledge, I have served as an expert during New Jersey's technical conference on resource adequacy. I have also been involved in legal procedures around fuel economy standards and submitted an expert testimony in Court of Appeals for the Second Circuit concerning the economics of penalties for non-compliance.
Examples of my non-academic publications:
The energy crisis and the German manufacturing sector: Structural change but no broad deindustrialisation to be expected. VoxEU 2023 (with Monika Schnitzer and Claudia Schaffranka)
Resource Adequacy in a Decarbonized Future. Wholesale Market Design Options and Considerations. Report. Institute for Policy Integrity 2021 (with Justin Gundlach and Christine Pries)
Energy Transition, Distributed Energy Resources, and the Need for Information. IAEE Energy Forum, Thrid Quarter 2020 (with Yury Dvorkin, Jip Kim, and Burcin Unel)
Capacity Markets and Externalities. Avoiding Unnecessary and Problematic Reforms. Report. Institute for Policy Integrity 2018 (with Burcin Unel)
I also had the pleasure to support and contribute to the work of the German Council of Economic Experts :
2021/22 Annual Report (chapters on international climate cooperation and productivity)
2022/23 Annual Report (in particular the chapter on the energy crisis and the German manufacturing sector).
I am also a part of the group preparing the forecast of the tax revenues for the German government (Arbeitskreis „Steuerschätzungen“).
A summary of my U.S.-oriented policy work, in particular of the regulatory submissions, can be found here.
