Dyson Swarm-type Structure for Eliminating Space Debris

My proposed method for clearing space debris would be the creation of a moveable Dyson swarm.  Large panels of a foldable material would be launched to low Earth orbit after being deployed from the nose-cone areas using an "origami" method. Each of the panels would have a system of moveable thrusters that would match velocity of debris regions, and then either push debris outward into higher orbit, or push the material into a controlled low orbit where debris could be positioned to safely burn up in the atmosphere.
