Whither "Whereof"?

Sorry for the ridiculous delay in responding to your email. It was lost on an account I no longer monitor.

The paper you mentioned was conditionally accepted, but I never got around to sending it back for publication. The editor changed, or maybe I got mad at them, I'm not really sure anymore. The manuscript has been available on line for two decades. It is available on several archival services such as CiteSeer, but its best reference is
