December 2010- At a recent "Executive Committee" meeting with the ACRD staff the Committee voiced concerns over the implications and liability of item #4 in Schedule “A” (Emergency Care) of the Salmon Beach Security/Management Contract. W. Thomson at the ACRD will follow up with ACRD lawyers on this item. Until there is clarification from legal there will be a moratorium on the Salmon Beach Manager's (Kathleen Holland) First Aid Service. Please ensure that you have first aid supplies on hand, a plan in place in case of a medical emergency, and the ability to call 911 if necessary.

You will need to provide your name, new Salmon Beach civic address, billing address, and date of birth. Provide the electricians name and phone number as well as whether you want 125 amp at $605.00 or 200 amp at $855.00. Service amps can be decided later, but you will be asked.

You will then be provided a reference number to be given to your electrician for your permit.

Salmon Beach Owners Association Social Fund 2008-2010 Statement

October 4, 2010 - McGill Engineering has asked if any owner would want free wood chips for their lots when they cut trees off the Salmon Beach road for the Hydro line installation. If you would like this material delivered to your lot at Salmon Beach, please contact kathleen.holland@telus.blackberry.net

Also large alders will be cut to 8 foot lengths and left on the roadside for owners to cut for firewood. (Will not be delivered to owners lots)

HYDRO UPDATE on September 8th

Fifth Ave. by the boat ramp and continuing down Front St. will be closed from September 13th, for approximately one and a half to two weeks. While the hydro installation takes place, there will be no motor vehicle access, day or night, during this time.

August 16th, 2010 - Civic Address Correction - Recently residents of Salmon Beach received a letter from the ACRD notifying them of their new civic address. Unfortunately an error has occurred that affects only 8 property owners. These 8 lot owners will be receiving a new letter from the ACRD with their new correct address. Here is a picture showing the effected 8 lots and their new address numbers.

The ACRD apologizes for the error and any inconvenience this may have caused.

Annual Salmon Beach Sand Castle Competition will be held at the “Big Beach” on Saturday, July 31st 2010 at 10 a.m. - You must supervise your own children during the event.

Saturday, July 31st 2010 there will be a family dance on the tennis courts commencing at 7 p.m.

Ucluelet Fishing Derby - Tickets available from Shirley at the Toquart Bay Store - http://www.westcoaster.ca/modules/AMS/article.php?storyid=7651

"A new Ucluelet-based salmon-enhancement society is gearing up for a four month-long fishing derby that will offer a top prize of $40,000. The derby will start May 24, and end sometime during the first week of September and raise at least $20,000 for the Thornton Creek Hatchery. The derby will take place in the waters around Ucluelet, and sports fishermen will have to buy tickets to participate. Organizers will weigh and rank the salmon and list the top 50 salmon on a ladder. At the end of the derby, the top 50 fishermen will compete in a “fish off”. The largest salmon caught in the fish off wins."

Draft Bylaw Changes - A new subcommittee was established at the September 2009 Annual General Meeting to look at the current building code. The number of points will be presented, discussed and voted on during the 2010 May Meeting. The subcommittee has published this information on a website so that you can consider the following information prior to the meeting date.

Note - Any changes made to the current bylaws would have to be processed through the ACRD, if they are in agreement with a majority of the community.

ACRD Public Notice - Bylaw P1245 Update - Jan. 27th, 2010

Thank you to everyone who submitted letters to the ACRD regarding bylaw P1245. The ACRD Board of Directors passed 2nd and 3rd reading of the amendment to allow 1000 sq. ft. of deck, and 60 sq. ft. of porch. Please refer to the public notice document for legal definitions of these terms.

The Executive and Sub committee members met with Mike Irg on Wed., Jan., 20th regarding our concerns about the upcoming zoning amendments. - Jan. 20th, 2010

In response to the public notice sent out last week regarding the “Regional District of Alberni-Clayoquot Zoning Text Amendment Bylaw P1245”, the Salmon Beach Executive members (Jill Maibach, Cindy Irwin-Lunde, and Terry Graff), as well as Dave Ingram as a representative from the Sub-Committee established to conduct a review of the present building bylaws met with Mike Irg at the ACRD office in Port Alberni to discuss the zoning amendment process.

The Salmon Beach representatives were concerned that the community was not consulted for any input with regards to the proposed zoning amendment, and wanted to know how this bylaw action had come about. We also wanted to remind the ACRD that the community had voted to establish a subcommittee at the September 09 meeting to conduct a review of the present building bylaws. We advised the ACRD that the community members would like to be part of the process of making changes to the bylaws, including our recommendations of what those changes should be, and determining their potential impact on the community. We asked if this zoning amendment could be delayed until we were able to get more input from the lot owners of Salmon Beach. We also wanted reassurance that if the current bylaw was amended now, the “Board” would still consider further revisions in the near future.

Answers to our questions from Mike Irg during our meeting at the ACRD

on Wednesday, January 20th, 2010:

1) The regional district felt they needed to deal with the deck/porch issue

as they were being questioned by new builders.

2) Yes they knew we had a subcommittee elected to make recommendations.

3) Yes they will entertain other bylaw changes once our committee completes

their work and the owners vote for changes.

4) Yes if we made a submission proposing changes to the draft bylaws prior

to the meeting they would be considered. The letter must be received by the ACRD

by Tuesday, January 26th to be considered by the board at the meeting on January 27th,

at 1:30 pm at the ACRD office in Port Alberni.

5) The Board are planning on proceeding to 2nd and 3rd reading next Wednesday without delay.

After the meeting our group met and agreed to submit the attached letter (See below) to

the ACRD for consideration at next Wednesdays meeting. In addition, as the

meeting is open to the general public, all of us who can attend, will.

Hopefully you agree with the direction we have chosen. Given the deadline limitation,

we felt it prudent to make a submission without delay.

We hope that community members will submit their wishes to the contact information

Dear Mr. Irg,

On behalf of our group representing the Salmon Beach Lot Owner’s Association (SBLOA) Executive and the SBLOA Sub-committee for Building Bylaw Improvements we would like to first of all thank you for meeting with us on January 20, 2010 and explaining the proposed bylaw changes ( P1245). We would also like to thank you for recognizing the need for the proposed bylaw changes and for your efforts to improve the livability of Salmon Beach.

As stated at our meeting the owners of Salmon Beach have recognized the need for changes in the building bylaws and accordingly elected a sub-committee to review and bring forth proposed bylaw changes at their last meeting of September 2009.These changes if accepted by the majority of owners at our next meeting in May are to be presented to the ACRD for consideration.

Please accept this letter as our submission for second and third readings of the “Regional District of Alberni-Clayoquot Zoning Text Amendment Bylaw P1245”. After careful consideration we would ask that you modify the proposed changes so as to increase the proposed porch size from 60 square feet to 240 square feet. Given the weather conditions of the west coast of Vancouver Island and the fact that most of the residents of Salmon Beach are there to enjoy the outdoor living we feel this change would help immensely.

We have no objection to having the 240 square feet of porch included in the 1000 square feet of deck if an owner chooses and the board feels that is more desirable.

The Back Road to Ucluelet is Closed

There has been a washout on the back road to Ucluelet. Consequently, it is impassable at the present time. It is unknown when repairs will be complete. A notice will be placed on this website when the road is reopened.

Emergency Boat Ramp Float Removal

Due to an unseasonably severe wave surge action, the floats have been removed and stored away in the boat compound. Many thanks to Gerry Rummold, Rob Salmon, Clinton and other good souls who helped with the task. Thanks to France for organizing the removal. (Kathy is on holiday).

Well Contamination

The well on Fifth Ave., used and trusted by most owners, can't be shocked for maintenance due to the water always flowing to the surface. Owners must boil or add bleach to all water taken from any well at Salmon Beach.

When a sign for maintenance is placed on a well, owners must not use it until the sign is removed. During maintenance a very strong bleach is used to shock the well water to kill bacteria and growth. Following bleach remaining in the water for several days, then the well must be pumped 300 times or more until the bleach is no longer present.

Owners please DO NOT wash your dogs, feet, hair, boat or dishes at any well, as this can cause the water to be contaminated.

ACRD Complaint - Could the owners of the holding tanks that are stored on the Salmon Beach lots please move them to your own property ASAP. This is due to a complaint made to the ACRD by a community member. ABC Tanks will also be informed that in future, tanks must be dropped at the owner's lots.

Cougar sighting - A large cougar has been seen on the beach, by the garbage cans at dusk, and on the loop walk. He is huge and seems to be getting braver. People should not be outside alone, small children and dogs are especially at risk!
