EASTERN KENTUCKY UNIVERSITY ACHIEVEMENTS
At EKU developed a new Masters degree program, obtained approvals, and led major initiatives resulting in grant funding. With Prof. Joe E. Beck co-developed the MSc Environmental Health Science program at Eastern Kentucky U. Garnered approval of the program by the Kentucky Commission on Postsecondary Education. We co-developed the syllabi for the course offerings, and taught the initial courses. We designed Saturday classes on campus and supplemented these with distance learning to attract students with full-time jobs and families. Served as the MSc Environmental Health Science Program Director for the first five years of the program, hired and mentored the first Teaching Assistants. We grew enrollment from 7 in the initial cohort to 45 students, whom I advised, in just four short years. I managed budgets, recruited students, and built a lasting partnership with the U. of Cincinnati, resulting in NIOSH pilot grant funding.

CAREER OVERVIEW
Dr. Konkel is an accomplished environmental public health academic and leader committed to improving capacity and capability of environmental, energy, and sustainability degree programs. He has delivered plenary speeches, presented papers and moderated sessions in meetings/ conferences/ Congresses of the National Environmental Health Association (NEHA), the American Public Health Association (APHA), the International Federation of Environmental Health (IFEH), the World Congress of Environmental Health, and the WCE 2014, the 20th World Congress of Epidemiology.
Dr. Konkel’s research portfolio has statewide, national, and internationally focused elements. His Alaska work focuses on the role of sustainable utilities in creating sustainable villages and communities, with substantial health co-benefits. At the national and international levels, he is working with the National Council for Science and the Environment, which brings together innovative academic institutions from across the USA in its University Affiliate Program, led by the Council of Environmental Deans and Directors (CEDD). NCSE developed an environmental health initiative led by Dr. Cindy Parker and Dr. Konkel; Dr. Konkel is also participating in NCSE efforts to assist the international community in developing options to tackle the health effects of climate change. He has participated in top-level U.S. government breakout sessions focused on Arctic policy. Dr. Konkel has facilitated breakouts and initiatives in environmental health that are gaining traction in national and international application. He advises NEHA in several Technical Advisor remits/posts; most currently he has worked with NEHA on grant applications submitted to the National Center for Environmental Health and Annual Educational Conference program planning for global climate change and health.
ON-GOING COLLABORATIONS
Dr. Konkel has on-going collaborations with the Chartered Institute of Environmental Health (CIEH) in London, UK, the Canadian Institute for Public Health Inspectors (CIPHI) and the Environmental Health Association Ireland (EHAI) in Ireland. He served as NEHA Technical Advisor in Global Climate Change and Health, as well as a Journal Peer-Review Editor for NEHA’s Journal of Environmental Health.
In addition to serving in Examiner roles, Dr. Konkel works with colleagues active in the International Federation of Environmental Health and CIEH. IFEH held the 13th World Congress of Environmental Health in Las Vegas, NV, concurrently with NEHA’s annual educational conference (AEC), July 7-10, 2014). Dr. Konkel made two presentations and designed and moderated the Sustainability / Climate Change track with Tom Gonzales. NEHA has noted that this was one of the most successful AEC tracks at the World Congress.
In February 2012 Dr. Konkel was asked to take on a role with colleague as Co-Chair of the International Epidemiological Association’s 20th World Congress of Epidemiology (WCE) to be held in Anchorage Alaska, Aug. 17-21, 2014. UAA was awarded the WCE 2014, to be held at the Dena’ina Convention Center. As Executive Chair, Dr. Konkel worked on behalf of the local committee with the International Epidemiological Association (IEA) Council, which includes elected IEA member representatives from five world regions in addition to IEA’s president, president-elect, secretary and treasurer. Dr. Konkel took the lead responsibility for planning the IEA Council discussion of WCE 2014, and planned the program for creating the IEA WCE2014 scientific program with the current IEA President Cesar Victora. Dr. Eduardo Franco, McGill U., knows that details of Dr. Konkel’s involvement with the WCE 2014 and can serve as an objective Referee on his contributions.
Another initiative he led for the University of Alaska was rejoining the University Affiliate Program (UAP) of the National Council for Science and the Environment (NCSE). The Dean and the Department joined together to benefit from the UAP collaboration network. Dr. Konkel has represented the University at national meetings of the organization. He was co-facilitator, with Dr. Cindy Parker, M.D., of a breakout focused on Environmental Health as part of the Summer 2013 meeting of the Council of Environmental Deans and Directors of NCSE in San Jose and again in the Pittsburgh Summer meeting held at the Phipps Conservatory.
Dr. Konkel has a track record with NCSE going back to 2008, when the DIT joined as the first international affiliate. There are over 160 universities that have joined the UAP. In addition to the College of Health, Dr. Konkel is discussing collaborations with ENRI, the Environment and Natural Resources Institute, and Institutes at the U. of Alaska Fairbanks researching changes in environmental conditions and adaptation to climate change. Dr. Konkel has a track record of working with Deans and Directors of environmental health, environmental studies, and environmental sciences programs over the past 5 years. This includes relationships with Tufts University’s Center for Environmental Management, the Chatham University School of Sustainability and the Environment (SSE), Columbia’s Earth Observatory, and institutions that are active in arctic research as well as environmental public health education. In sum, Professor Konkel is very active in international collaborations to improve environmental public health policies, programs, and practice.

CAREER ACHIEVEMENTS
· Lead Planner and local Executive (U. of Alaska) for the World Congress of Epidemiology 2014; served as Executive of the Local Organizing Committee for 13 months. Designated Co-Chair of Climate Change and Health, Track 2 of WCE 2014 by the IEA Steering Committee; led reporting of Track 2 deliberations at the IEA Council’s WCE planning session on August 23, 2012. Dr. Konkel has been asked to give invited presentations on a range of topics key to environmental health practice, including “Threshold Concepts for Environmental Health,” “Principled Negotiation,” “A Competence-Based Approach for Designing Environmental Health Curricula,” “Delivery of Drinking Water and Sanitation Utilities in Rural and Remote Alaskan Villages Using Collaborative Principles,” Sustainable Utilities and Climate Change, Impacts and Options of Climate Change in the Northwest Arctic Borough, Alaska, and other emerging topics relevant to the scope of work of the profession addressing environmental health practice.
· Catalyst and leader in the successful bid to establish the Environmental Health Sciences Institute at the DIT’s Grangegorman campus in Dublin, Ireland. Construction of the EHSI has been a priority for the Irish government.
· Over 25 years experience in environmental health, including lake/watershed management planning, wetlands and water quality, preserving wetlands and development and application of wetlands ordinances, energy project assessment and environmental impact, technology planning and analysis, and cleanup of hazardous waste, the subject of Dr. Konkel’s MIT dissertation. Prolific author and speaker, averaging 2-4 conference papers and presentations/speeches per year; peer reviewer; Technical Adviser or Chair for national professional associations; and External Advisor to environmental and public health programs;
· At EKU, Dr. Konkel and Prof. Joe E. Beck created the MSc Environmental Health Science (MS EHS). Dr. Konkel was responsible for gaining program approval by the Kentucky Commission on Postsecondary Education within the first 12 months of his appointment in Aug. 1998; he went on to direct the program as Graduate Program Coordinator for the first 5 years, contributing to curriculum and assessment efforts which led to CEPH accreditation of the Environmental Health option in the Master of Public Health (MPH) degree in 2005. CEPH is the Council on Education in Public Health. Commended for his work as Director by the Department Chair, Dr. Darryl Barnett.
· Seasoned project manager, with innovative and successful projects completed in the State of Alaska Office of the Governor, Division of Policy Development and Planning (DPDP). KEY RESEARCH ACHIEVEMENTS
Leadership in Environmental Health Policy and Practice, Ireland (2007 – 2010)
On July 16, 2010, DIT’s Environmental Health Sciences Institute (EHSI) was awarded €12.49 million under the Program for Research in Third-Level Institutions in Ireland. Professor Konkel has been instrumental in the conception and development of the framework underpinning the bid, and led the Steering Committee for EHSI along with the Dean of the College of Sciences and Health.
Professor Konkel served as Principal Investigator for Environmental Health Policy, Planning, and Evaluation. Professor Konkel brought together partners to collaborate in tackling Irish challenges in health and environment. He specializes in Environmental Health Sciences policy and planning issues through design and evaluation of environmental health interventions. A consortium of partners came together in 2009, committed to applied research and policy analysis connecting health to the Irish environment on the island of Ireland. Integrating human health and the environment through research and design and evaluation of environmental health interventions has been endorsed by the U.S. Embassy in Dublin. The “all-island” or cross-border approach was endorsed in Armagh Northern Ireland Feb. 18, 2010 by the North-South Ministerial Council. Professional organizations in the USA, London, and N. Ireland, and non-governmental organizations were consulted regarding research agendas for the initial research program. Several of these organizations contribute to the Environmental Health Science Institute’s Scientific Advisory Board (SAB). These institutions share common values and all have interests in providing solutions that integrate environment and human health.
The Consortium tackling designing/evaluating environmental health interventions is comprised of:

The Environmental Health Officers’ Association (EHOA), Bray, Co. Wicklow, Ireland represents the 500+ environmental health officers (EHOs) in the Republic of Ireland. Professor Konkel worked with EHOA to understand the present remit of employment for EHOs in Ireland, assess plans for the future, and prioritize research “fit for purpose” in both the Republic of Ireland (through the Programme for Government) and Northern Ireland, in the all-island or cross-border context.
Strategic partners of the EHS Consortium included academics in the USA, including MIT colleagues and leaders of the Harvard Center for Health and the Global Environment. Other partners included the National Council for Science and the Environment (NCSE), and the National Environmental Health Association. In the United Kingdom the Consortium has worked with the Chartered Institute of Environmental Health (CIEH) and CIEH- N. Ireland, organizations who represent UK environmental health officers. CIEH also accredits academic programs through the work of their educational division, and organizes Academic Forums to provide opportunities for academics to tackle curriculum matters.

PROFESSIONAL PROFILE
Professor Konkel has over 25 years of cumulative professional practice, including being founder of an all-island research institute to promote peace and cooperation on the island of Ireland. The technical remit focused on the integration of health and environment in Ireland, such as improving water quality in waters that crossed the North-South border. The Institute was funded by the Irish government in its Strategy for Science, Technology, and Innovation 2006~ 2013.
Professor Konkel has over 17 years of university teaching of undergraduates and graduate students; he has conducted many research projects as well as led many high-performing teams. He has mentored students earning BSc, MSc, MPH, and Ph.D. degrees. He has created new degree programs, coordinated delivery, and been a proponent of integrating human health and environment to protect biodiversity and enhance quality of life. This work is becoming known as “One Health.” His work has changed the sustainability and environmental health practices at EKU. He serves the community thorough conducting strategic planning and volunteer efforts. He works with organizations that are interested in stewardship of development of natural resources.
Professor Konkel has also excelled in Sr. Consultant roles. He has worked on a wide variety of environmental health planning and policy projects in energy, water resources, and environmental quality projects for over 25 years. He has served on nationally prominent technology assessment committees (NAS/NRC) dealing with disposal of nerve gas and mustard gas at 8 US stockpile sites, as well as the EPA’s Science to Achieve Results (STAR) program.

TEACHING
In his first semester at UAA, Dr. Konkel prepared for teaching two new courses: HS 210 Introduction to Environmental Health and HS 492 Senior Seminar: Contemporary Health Policy. During the Spring Semester a decision was made to prepare for offering two new Fall courses in the Minor in Public Health: HS A230 Introduction to Global Health, and HS/HUMS A420 Introduction to Program Evaluation. He has now taught the Program Evaluation course twice, the Global Health class four times, and Environmental Health three times through AY 2014-15.
Dr. Konkel teaches both bachelors and masters-level degree students and mentors students at all levels up through and including doctoral degrees. His own University teaching experience began with an appointment as an Assistant Professor position at Tufts University in 1990 & 1991 and full time university teaching and research experience beginning in 1998 with his hire at EKU. He consistency receives high overall marks and excellent feedback on his teaching techniques and commitment to students. His courses are interactive and his students are very engaged in on-campus offerings. To date he has been the sole tenure-track faculty delivering the Bachelor of Science in Health Science tracks.
At EKU, Dr. Konkel received awards for his teaching and was active in the University’s Honors program, as well as a frequent participant in efforts focused on the scholarship of Teaching and Learning, coordinated by Dr. Hal Blyth and Charlie Sweet. In 2004, EKU’s 10th President, Joanne Glasser, recognized Joe Beck (d. 9 August 2014, a mentor and great friend) and Dr. Konkel for their overall efforts in creating environmental health capability at the Masters level in the Department of Environmental Health Sciences.
ALASKA RESEARCH ACTIVITY
Dr. Konkel is known in the State of Alaska for his expertise in energy planning as well as development of sustainable utilities, especially drinking water and sanitation as well as renewable energy technology. This work builds on Professor Konkel’s previous scholarly work, which includes numerous articles in journals and national laboratory publications, chapters in books (as sole author and co-author), the National Environmental Health Association (NEHA) 2004 Sabbatical Exchange Ambassador Award, and the 2007 Fulbright Scholarship award to teach and conduct research in the Republic of Ireland.
At the Iowa Governor’s Conference on Public Health, held April 16-17, 2012, in Ames, IA, Dr. Konkel delivered a presentation, “Environmental Health in Public Health: Charting a Course in Stormy Seas” with British colleagues Tony Lewis and Sian Buckley. Dr. Konkel, Tony Lewis and Sian Buckley also presented at the NEHA annual educational conference in Columbus, OH June 2011.
Dr. Konkel was a featured plenary speaker at the Illinois Environmental Health Association conference held in Bloomington IL Nov. 8-9 2012. He was then re-appointed by NEHA as Technical Advisor in Land Use Planning / Design; also Dr. Konkel has served as Environmental Health Research Coordinator and technical section chair for NEHA. Dr. Konkel is an active member of several Alaska organizations, the Alaska Environmental Health Association (AEHA), the Alaska Public Health Association (ALPHA) and the Alaska Evaluation Network (AKEN).
Professor Konkel has on-going communications within an extensive network of colleagues who are active in environmental public health and global epidemiology. Dr. Konkel’s publications, research, and major awards, including research funding for the establishment of the Environmental Health Sciences Institute in Dublin are strong indicators of his performance and reputation in the field of environmental public health. His current Alaska research includes work on renewable energy, such as Alaska’s wind energy conversion systems, presented in Fairbanks at ICCH15. Dr. Konkel frequently contributes to and collaborates with the Alaska Renewable Energy Alaska Project (AK REAP) and the Alaska Energy Authority (AEA) Wind Program. He has assessed methodologies used to select and approve Alaskan energy projects, ranging from those funded by the Renewable Energy Grants and those for large-scale hydroelectric projects such as Susitna-Watana dams. Policy choices have far-reaching impacts on the environment as well human health in the Circumpolar North.
Dr. Konkel has presented research in his areas of expertise at national and international meetings over the past 15 years. For example, at the World Congress of Environmental Health in Dublin in 2008, he presented papers on increasing capacity in environmental health and also on using environmental health approaches as the safety net for influenza immunizations. He is well known for extensive policy, planning and evaluation expertise.

UNIVERSITY OF ALASKA INTERNAL GRANTS
During seven semesters at UAA Dr. Konkel has been awarded numerous competitive grants (~ 3 per year Apr. 2012 – Apr. 2015), conducted and published research, presented papers at professional conferences, and participated in the 20th WCE in Anchorage and the 15th International Congress of Circumpolar Health (ICCH15). For NEHA, he has presented options for workforce development, briefing its board of directors, and built environmental public health capacity building with ANTHC and the Health Resources and Services Administration (HRSA).
SCHOLARLY AND SERVICE ACTIVITY
One month after his arrival in Alaska, Dr. Konkel was appointed Executive of the Local Organizing Committee planning the International Epidemiology Association (IEA) World Congress of Epidemiology (WCE 2014).
He served the International Epidemiological Association as Executive for the Local Organizing Committee, 2014 World Congress of Epidemiology, held at the Dena’ina Convention Center, Anchorage, AK. The IEA Council initially held their IEA Council meeting in Anchorage August 23-24, 2012. Drs. Konkel briefed the coucil on progress in planning the IEA World Congress of Epidemiology 2014. 13+ mos. of service in this leadership capacity.
Over a 30-month period, Dr. Konkel served as Co-Chair, with Dr. Eduardo Franco of the IEA Council, of the Scientific Program Committee focused on Track 2: Climate Change and Health. Dr. Franco was Executive Chair of the IEA’s World Congress of Epidemiology held in Montreal Canada in 2002. The World Congresss of Epidemiology was held August 17-21, 2014 at the Dena’ina Convention Center in Anchorage, Alaska. Over 1010 delegates from countries across the globe registered for the meeting. The World Congress on Environmental Health is sponsored by the International Federation of Environmental Health (IFEH) and held every two years. Professor Konkel presented two papers at the 10th World Congress on Environmental Health held in Brisbane, Australia in May 2008. The topics were “The Role of Universities in Sustainable Development” and “An International Competency-Based Curriculum for Environmental Health Practitioners.” Professor Konkel also moderated a session on development of an international curriculum at the International Faculty Forum (IFF) meeting. At the 9th World Congress on Environmental Health, held at Trinity College Dublin (TCD), he presented two papers, with Joe E. Beck. These focused on the role of environmental health practitioners in pandemic influenza and continuous professional development for EH practitioners.
On Sept. 7, 2010, Professor Konkel provided international environmental health perspectives as a member of a four-person panel comparing approaches to competency in environmental health in the USA and the UK. The 11th World Congress on Environmental Health was held in Vancouver, British Columbia. His work with Maurice Brennan and Tony Lewis on developing an agreed set of international competencies for environmental health practice was presented and a resolution adopted by the IFEH Council on Sept. 4, 2010.
