MINUTES

  1. Traffic Situation

    1. Radar Speed-Limit Board is currently located on ROP westbound near the Aire apartments. Suggestions to move it away from Zanker.

    2. Need flashers on the Research crosswalk. Dick recommends calling Fred Busco 585-4904. Many agree with this point, there are a lot more parents and children walking. Jean points out we've asked for this before and were told ROP is a "major thoroughfare" which does not qualify for crosswalk flashers. In RONA's opinion, safety concerns trump the city's long-term traffic planning; that designation was made before 4000+ new units were added to the neighborhood.

    3. No new news on the bike bumpers.

    4. Complaint that turning Left from Eastbound Montague onto ROP in the evenings is backing up onto Montague. Reason seems to be that the light at Seely does not stay green along ROP long enough to flush the incoming traffic that is going straight.

    5. Complaint that the Zanker/ROP light needs to have protected Left in all directions.

  2. Newsletters

    1. Captain Tindall wanted a way to get out tips and to work with the local HOAs. It sounds like RONA has a way to contact every HOA except Galleria. If anyone knows how to contact Galleria, email info@ro-na.org.

  3. Phase 2

    1. Phasing plan is outlined on pages 30-31 of the Vision North San Jose 2030 Plan.

    2. No one's quite sure how close we are to the industrial limits for Phase 1 that would trigger Phase 2. We'd also like to refresh our memory of what event in the permit/construction process triggers Phase 2. Mike Donohoe, Jean, and Mike Bertram will all follow up.

  4. Mike Donohoe had this follow up to items discussed in RONA's January meeting:

    1. Work with County Sheriff to provide additional resources to deal with crime in and around the neighborhood and creeks.

    2. The Sheriff has arranged for patrols there in a marked sheriff's squad car. They have been given the coordinates and streets and will be patrolling there at irregular intervals. Residents should be able to see them as they have started.

    3. Have county staff work on connecting with homeless in this area of the creek to provide services and assistance for relocation. Also note to them the changing demographics of younger adults being part of the homeless population.

    4. The first call should be to the Office of Supportive Housing & Homeless Support Services 408-793-0550.

    5. Discussion: Mike Donohoe will push the call from Dave Cortese's office to stress the need for action for this location. Dick Santos mentioned the Water District is having a meeting to discuss the Homeless situation on March 30th, 4pm, at the SCV Water District office, 5750 Almaden.

    6. Determine jurisdiction which can address campfires and other fire related issues and connect them with your group.

    7. There is actually a confluence of three departments at this location. Santa Clara County, San Jose and Milpitas Fire Departments can respond. Call 911.

    8. Discussion: Fire Chief says if you see any campfire, call 911. They will determine the severity at that time and take the appropriate action.

    9. Work with Santa Clara Valley Water District to ensure they have adequate emergency preparation for floods which could inure and/or kill the people living in creeks.

    10. Water District has plan in place and monitors the flood plain very closely. They work in conjunction with City and Homeless providers to keep track of possible encampments. They prioritize children, families and veterans. Phone number for Flood Plain info at Water D¡str¡ct is: 794-1900 - after hours 277-8956.

    11. Have County Roads inspect areas prone to flooding along Montague near River Oaks to make sure there is adequate drainage.

    12. County Roads has investigated and cleaned the drains. They discovered tree roots in several that are blocking and have gone out to bid for contractor to remove and clear the roots. As of February 26, 2016 all work is complete.

    13. Discussion: A reminder to call 408-265-2600 if you see flooding.

  5. A follow-up on Iris Chang Park. The plans look good, the initial artist plans got rave reviews. 5 art installations, all in a modern style. Park is set up for "creative play" instead of a playground installation. It's going to be reviewed with more public meetings with the Parks Department in April.
