RANGE RULES
Adherence to range rules is mandatory and violations are taken seriously. A list of Chapter officers and directors who oversee the range and grounds is posted by the shooting range gate. Any complaints are to be made to the chapter president or secretary who shall disseminate the information to the board of directors for action as needed.
We have had numerous problems with trespassing and vandalism. Be prepared to be show range authorization identification if asked. The range is a valuable asset and must be protected; violations will be handled on a case by case basis.
Use of the Red Cedar Chapter ranges are governed by the principles of “Leave No Trace.” That is, whatever you bring onto the ranges you take home with you or place in designated receptacles. There should be no evidence of anyone’s presence when they leave the ranges other than footprints and a few new holes in the backstop.
FIREARMS
SAFETY
Treat every gun as though it is loaded.
Only use guns which are mechanically safe and sound.
Keep the muzzle of your gun pointed in a safe direction.
Keep your finger off the trigger until you are ready to shoot.
Guns are to be unloaded, open, and the safety on until you shoot.
Guns leaving the range must be unloaded, cased or holstered. Exception: Firearms carried with valid Permit to Carry.
Handling any firearm while impaired by alcohol or drugs is strictly prohibited.
Use of alcohol or drugs while on Red Cedar Chapter grounds is not allowed.
Understand the mechanical operation of the gun you are shooting.
Be sure the barrel is free from obstructions.
CONDUCT
Display range identification upon request.
Range hours commence at sunrise and end at sunset.
Only members, spouses, and their minor children when in the presence of either member or spouse are permitted to use the range.
A member may bring a guest with them three times before the guest must join.
Non-shooting persons must remain outside the fenced area.
Picking up any trash and dispose of it in the proper receptacle when you leave.
Empty cases should be picked up put in the appropriate receptacle or removed from chapter grounds.
8. Firearms not in use shall be holstered or secured unloaded, action open, safety on. Exception: Firearms carried with valid Permit to Carry.
9. Fast draw, draw and shoot, assault fire running and shooting is prohibited. Exception: Scheduled law enforcement qualification and training.
10. All smoking on the range is prohibited because of black powder and tire combustibility.
11. The range will be closed to open shooting when the chapter house is rented to a private party. Closings will be posted on the chapter website and a sign posted on the range gate.
SHOOTING
1. Permissible targets:
a. Paper / cardboard - carry in carry out rules apply
b. Commercially manufactured steel or plastic targets that may be wholly removed from the range at the conclusion of shooting when they are:
1. Placed directly in front of the backstop
2. Are at least 25 yards from the firing line
3. Steel targets may be used only with lead bullets
c. No other targets are allowed!
2. Targets are to be:
a. Set on the backstop
b. Hung on the cord in front of the backstop
c. Placed on the ground directly in front of the backstop.
3. When people are in front of the shooting benches or down range, all firearms are to be placed on a shooting bench unloaded, action open, and safety on.
4. A “CEASE FIRE” may called by anyone. That person must then raise their hand to be identified and the following responses are to be met:
a. Stop shooting but keep your gun pointed down range.
b. DO NOT TURNAROUND WITH YOUR GUN
c. The person calling a cease fire shall inform everyone of the problem.
d. Procedure to resolve the situation shall be taken with utmost safety.
e. All shooters shall be in agreement to resume shooting after a “cease fire.”
5. Misfires shall be handled as follows:
a. Do not make a second attempt to fire.
b. Keep firearm pointed down range for one minute.
c. Unload and clear firearm, check the chamber and bore.
d. Dispose of the misfired cartridges by taking them with you when you leave the premises. NEVER dispose of misfired cartridges in trash receptacles or allow them to remain on the ground.
FIREARMS
Only firearms which are shoulder or hand held shall be used.
Air/pellet guns are subject to the same rules as firearms.
Firearms shall be used on their designated ranges only. No firearms are to be discharged on any other area of the chapter grounds.
a. Rifles, handguns, and shotguns with slugs are to be discharged only inside the fenced in range.
b. NO “BULLETS” (SINGLE PROJECTILE ROUNDS, INCLUDING SHOTGUN SLUGS) ARE TO BE FIRED ON THE TRAP RANGE
Fully automatic firearms are prohibited.
Prohibited: Armor piercing, tracers, chemical, or explosive projectiles or devices
.50 caliber guns or larger are prohibited. Exception: Muzzleloading arms using black powder or equivalent propellant.
No firearm may be discharged at an aim point higher than 6 feet above ground level on the rifle/handgun range.
SPECIAL EVENTS
The board of directors may modify these rules for special chapter sponsored events when qualified range safety officers are present supervising range operations. Any modified rules will be posted at the event. Range safety officers shall be authorized to enforce all range rules and policies of the Red Cedar Chapter during the event.
RANGE RULE REVISIONS
Notice of any revision or modification of these rules will be published in the monthly newsletter, posted on the chapter website and posted at each range area.
ENFORCEMENT AND VIOLATION POLICY – ALL RANGES
Chapter officers and directors are authorized and responsible to enforce the range rules and all policies of the Red Cedar Chapter.
The officers and directors in carrying out their responsibility shall do so in a courteous and complimentary manner. The purpose of rule enforcement is safety and education.
Incident Reports
a. Incident Report forms are available at or near each range area or may be accessed on line.
b. Chapter officers and directors present at the time of any alleged infraction of these rules shall complete an incident report and file it with the chapter secretary within 48 hours of the incident.
c. Chapter members may, at their discretion, complete an incident report for any rule violation they observe and file it with the chapter secretary.
d. All incident reports will be reviewed by the chapter officers and board of directors to determine what additional action is necessary.
Chapter officers and board members are authorized and empowered to take immediate enforcement action when observing any violation of these rules including:
a. Minor infractions will be handled by reminder and discussion up to and including suspension for the balance of the day.
b. For rule infractions posing danger to life, limb or property, the officers and directors may immediately suspend the offender’s range privileges until such time as a quorum of the board of directors may meet to determine the appropriate action regarding the violation.
Violation of the rules may result in any of the following upon determination by the board of directors:
a. Suspension of range privileges for one or more days up to one year.
b. Violator may be permanently barred from the chapter grounds.
c. Local law enforcement may issue a criminal citation.
d. The cost for repair of any damage to Chapter property through violation of these rules will be assessed to the violator. If payment is not made by violator or his/her personal liability insurer within 30 days after being informed of the repair costs, the chapter may pursue any and all judgments and liens available under Iowa law in addition to the suspension or revocation of range privileges.
Cumulative Violations. The chapter secretary shall maintain records of all submitted incident reports and infractions. The board of directors will conduct periodic reviews of the cumulative record to determine what additional action may be necessary where repetitive rule violations are noted.
Unauthorized persons are trespassing and subject to arrest.
a. Refusal to show identification will be considered evidence of unauthorized use/trespass.
Anyone disputing the decision of the board of directors may appeal by requesting review by the general chapter membership in an open forum discussion at a regular monthly membership meeting. Any such request must be made to the chapter secretary not less than 15 days before the regularly scheduled meeting.
