10. Maryland MTA's Transit Priority Initiative Programs

Building upon the infrastructure improvements associated with the launch of BaltimoreLink, MDOT MTA is working with local jurisdictions to increase bus reliability, speed and passenger safety throughout the BaltimoreLink system. MDOT MTA has pursued a data-driven approach to identify opportunities in the system, focusing on reliability, bus speeds, and travel delays at bus stops. Potential targeted investments to the roadway that prioritize transit riders include curb-extensions at bus stops, transit signal priority, dedicated bus lanes, queue jumps, and more. 10a. Transit Priority Toolkit
MDOT MTA has created a Transit Priority Toolkit to assist neighborhoods, elected officials, transit planners and transportation engineers to consider how potential transit prioritizing treatments can fit into the roadway. This toolkit identifies improvements that can be tactically implemented to address bus travel delays, bus reliability, and also safety improvements for those who walk or ride bicycles to connect to transit.
10b. Transit Priority Initiative: Corridor Prioritization
MDOT MTA has pursued a data-driven approach to select and prioritize opportunities for transit-prioritizing investments. MDOT MTA's BaltimoreLink Frequent Transit Network, made up of routes that run every 15 minutes or better, was analyzed based on quantitative measures including bus reliability, bus speeds, dwell times, and ridership. This analysis identified segments of roadway that will most benefit from transit-prioritizing investments.
10c. The Belair Road/Gay Street Corridor
The Belair Road/Gay Street corridor has been identified in partnership with Baltimore City Department of Transportation as the first candidate for targeted transit-prioritizing investments. MDOT MTA is gathering public input to aid in selecting specific locations where infrastructure improvements would be most beneficial to transit service and pedestrian safety.
10d. Capital Needs Inventory (CNI)
MDOT MTA is the 13th largest multi-modal transit system in the United States, operating and maintaining $9.5 billion in physical assets to provide transportation services to over 2.2 million people in the State of Maryland. Investing in the state of good repair of these assets and system enhancements is critical for MDOT MTA to deliver safe, efficient, reliable, and customer-focused services. The MDOT MTA Capital Needs Inventory (CNI), consistent with ongoing transit asset management (TAM) analyses, outlines the unconstrained investment needs between 2019 and 2028 that will help MDOT MTA meet current and future service demands and system performance goals.
10e. Cornerstone Plans
The Cornerstone Plans translate MDOT MTA's mission statement into strategic priorities, policies, programs, and initiatives for each transit mode. MDOT MTA is committed to responsibly managing assets to support long-term operational demands while seeking ways to enhance customers' experiences. Each Cornerstone Plan synthesizes MDOT MTA plans, policies, and reports with performance data, local and national trends, and stakeholder input. The agency comprehensively analyzes this information to create targeted recommendations for growth and investment in each mode that coordinate with the needs of the transit system overall. Commuter Choice Maryland is an incentive program that encourages Maryland employees to choose transit or vanpools instead of driving to work. Commuter Choice offers employers monthly pass distribution options which encourage employees to ride Maryland Transit Administration (MTA) CityLink, LocalLink, Commuter Bus, Light RailLink, Metro SubwayLink, and MARC Train for less than full fare. The program offers significant savings for commuters and a valuable addition to employer benefit packages.
11b. Guaranteed Ride Home - https://www.mta.maryland.gov/grh
Guaranteed Ride Home is a free commuter insurance program for commuters who use public and alternative modes of transportation within the Baltimore and Washington D.C. Metropolitan Areas. The program Offers up to 4 free rides home per year to those who ride transit, commuter rail, bike, walk, carpool, or vanpool to work at least twice a week, for occasions and times when their usual transportation options are limited. Guaranteed Ride Home is free to all working in the Baltimore, Central Maryland, and Washington D.C. regions.

Maryland Rideshare is a program offered by the MTA’s Commuter Assistance Office that enables thousands of commuters to reduce their commuting costs through the use of carpooling, vanpooling and various alternative commute options.
