What is a Community Association - A community association is a nongovernmental association of participating members of a community, such as a neighborhood, village, condominium, cooperative, or group of homeowners or property owners in a delineated geographic area. Participation may be voluntary, require a specific residency, or require participation in an intentional community. What is a Community Compact? - The Community Compact is a voluntary, mutual agreement between the Administration and municipality. In a Community Compact, a community will agree to implement at least one best practice that they select from across a variety of areas. Once approved, the written agreement will be generated and signed by both the municipality and the Commonwealth.
