OTTERY ST MARY PÉTANQUE CLUB
CONSTITUTION
This Constitution was approved at the Annual General Meeting on 4th
December 2024 and supersedes any earlier dated document.
1. NAME
The club shall be known as OTTERY ST MARY PÉTANQUE CLUB.
2. LOCATION
The Club shall be based at Strawberry Lane, Ottery St Mary, EX11 1RG
3. OBJECTIVES
3.1 The aim of the club shall be to foster, develop and encourage the playing of
pétanque in the area of Ottery St Mary and further afield in Devon.
3.2 The club shall be a member of Pétanque England and support The Devon Pétanque
Region.
4. MEMBERSHIP
4.1 Membership shall be open to anyone paying the appropriate membership fee. New
members must complete the Club’s application form, which must be passed to the
Club Secretary.
4.2 The Club Committee has the right to refuse or terminate membership. Anyone so
excluded has the right to submit an appeal to the members in General Meeting within
14 days of receiving the notice of refusal or exclusion.
4.3 Membership shall not be denied to any person on the grounds of sex, race, religion,
colour or politics.
4.4 Any member shall be entitled to introduce guests to the Club (provided that no
person whose application for membership has been declined or who has been
expelled from the Club shall be introduced as a guest). No member shall introduce
more than two adult guests at any one time and then only a maximum of three times
in any one year. After that, such guests should then apply for membership.
4.5 Community groups may be invited to use the club’s facilities under supervision of
club members.

5. CLUB COMMITTEE
5.1 The Club shall be managed by the Club Committee of Chairman, Club Captain,
Secretary, Treasurer and up to 4 other members, elected by the members at the Annual
General Meeting. Any nomination for the Committee shall be signed by the proposer,
seconder and nominee.
5.2 The Club Committee shall have the power to co-opt members provided that the
maximum number permitted by article 5.1 is not exceeded.
5.3 Club Committee members shall have one vote each at Committee meetings. The
Chairman shall have a casting vote if required.
5.4 The quorum for Committee meetings shall be 3 members.
5.5 Minutes and records of attendance at all meetings shall be kept by the Secretary.
6. GENERAL MEETINGS
6.1 The ANNUAL GENERAL MEETING of the Club shall be held during December
each year. If attended meetings are not possible a suitable electronic substitute may
be employed.
6.2 28 days’ notice of a forthcoming A.G.M. will be given in writing to all fully paid-up
members of the Club.
6.3 Items for the Agenda of the A.G.M. must be given in writing to the Hon. Secretary
21 days prior to the date of the A.G.M.
6.4 At General meetings each member has one vote. Only fully paid-up members have the
right to vote. Any election shall be by a show of hands or by electronic means. The
Chair shall have a casting vote if required.
6.5 Extraordinary General Meetings can be called at any time by the Club Committee
or by one third of the remaining fully paid-up members of the Club by giving notice
in writing to the Hon Secretary at a minimum of 28 days notice.
7. FINANCE
7.1 A record of all incoming monies and expenditure shall be maintained by the Hon.
Treasurer, who shall produce a certified record of income and expenditure at the
Club’s A.G.M.
7.2 The Club’s financial year shall run from the 1st November to the following 31st
October in any year.
7.3 The Club’s funds shall be deposited at such bank as the Treasurer and Chairman
shall from time to time decide under the exclusive byname of Ottery St Mary
Pétanque Club.

7.4 All transactions must be authorised by 2 members of the Club Committee by
electronic or other recorded means.
7.5 The Club’s annual subscription and visitors’ fees shall be agreed at the Club’s
A.G.M. but these can be changed by the Club Committee should the need arise.
7.6 All reasonable expenses incurred by members of the Club on official business shall
be reimbursed from the Club funds.
7.7 In the event of the Dissolution of the Club, then the disposal of remaining funds
and equipment shall be decided by the remaining club members at that time.
