SURAH NUR AYAH 31,
And say to the believing women that they should lower their gaze and guard their modesty that they should not display their beauty and ornaments except what (must ordinarily) appear thereof that they should draw their veils over their bosoms and not display their beauty except to their husbands, their fathers, their husband`s fathers, their sons, their husbands` sons, their brothers or their brothers` sons, or their sisters` sons, or their women, or the slaves whom their right hands possess, or male servants free of physical needs, or small children who have no sense of the shame of sex and that they should not strike their feet in order to draw attention to their hidden ornaments. And O ye Believers! turn ye all together towards Allah, that ye may attain Bliss.
FROM THE ABOVE AYAH IT IS CLEAR THAT THE FACE HAS TO BE COVERED. DRAW THE VEIL OVER THE BOSOM CLEARLY INDICATES THAT. EVERYONE KNOWS A VEIL IS ON THE HEAD AND TO DRAW IT FROM THE HEAD OVER THE BOSOM MEANS BY DEFAULT FACE GETS COVERED. IT IS NOT MENTIONED TO COVER THE BOSOM AND COVER THE HEAD. IT IS DRAW THE VEIL(WHICH OBVIOUSLY IS ON THE HEAD) OVER THE BOSOM.
ANY OTHER EXPLANATION WOULD MEAN THAT TRUTH IS BEING TWISTED.
IF PEOPLE TAKE THE MEANING ONLY TO COVER HEAD , THEN WHY DON'T THEY REALIZE THAT MEN TOO COVER THEIR HEADS THEN WHY HAS ALLAH GIVEN SEPARATE INSTRUCTION FOR WOMEN.

IBN MASUD RADIYALLAH HO ANHU SAID, ALLAH HAS CURSED THOSE WOMEN WHO PRACTICE TATTOOING AND THOSE WOMEN WHO HAVE THEMSELVES TATTOOED AND THOSE WOMEN WHO GET THEIR HAIR REMOVED FROM THEIR EYEBROWS AND FACES(EXCEPT THE BEARD AND THE MOUSTACHE) AND THOSE WHO MAKE ARTIFICIAL SPACES BETWEEN THEIR TEETH FOR BEAUTY, WHEREBY THEY CHANGE ALLAH'S CREATION. A WOMAN STARTED TO ARGUE WITH HIM SAYING, "WHAT IS ALL THIS?" HE REPLIED, WHY SHOULD I NOT CURSE THOSE WHOM THE
CURSED AND WHO ARE CURSED IN ALLLAH'S BOOK.
