Out-Of-Water Boat Maintenance Work Permit

In the fall of 2008 Mark Twain Lake sailors were notified that Blackjack Marina was working with Missouri DNR and the Army Corps of Engineers on policies related to boat maintenance in the upper boat parking lot. A committee was assigned to meet with the Marina management and ownership, and with the Corps of Engineers to work out the details of the plan. The committee consisted of Tom Wells, chairman; Commodore Jeff Fleenor; Ivan Moore; Gordon Springer; and Mark Stillwell. Based on research into the situation through both Missouri DNR and U.S. EPA resources, a boat maintenance plan was developed defining the requirements and Best Management Practices (BMP) covering boat maintenance activities on site. The plan was completed April 2009. The plan states that:

Boat maintenance work, including hull cleaning, painting and repairs, shall be done only in work areas designated by Blackjack Marina (hereinafter referred to as the Marina) and the U.S. Army Corps of Engineers. This completed and signed form must be submitted to and approved by the Marina before any work begins.

The work permit requires that you attach a Material Safety Data Sheet (MSDS) for each product that you use when you paint your boat. A MSDS is available online from most manufacturers.
