Students using Supplemental Online Learning Options - what does it really mean?

Who can be an enrolling entity for Online Learning?

Any district in the state of Minnesota can be the enrolling district.

Who can be a providing entity for Online Learning?

Only those programs certified as approved Online Providers by MDE. Please refer to the MDE Web site.

Can the enrolling entity refuse to allow a student to enroll in a supplemental online program?

No. The student has the right to enroll in a supplemental online program if they notify the school and the requested courses meet the student's graduation plan.

Are there any parameters on enrollment in a supplemental online program?

Yes:

  1. A student may only enroll in online courses for 50% of their full-time course load without enrolling district permission.

  2. A student may only enroll in an online course up to the midpoint of the enrolling district term without enrolling district permission.

Can the enrolling entity decide they don’t want to accept the credits from the providing entity? Or can the enrolling entity only accept the credits as electives and not required courses?

No. The legislation clearly states that the courses will be accepted as stated by the providing entity.

What are the responsibilities of the enrolling district?

  • Keep transcripts and records for the student, including adding OLL courses to the transcript as needed.

  • Provide special education services as needed.

  • Provide all state testing.

  • Allow the student to participate in extra curricular activities or other activities in the same manner as any other student who is enrolled in the school.

  • Grant the student a diploma when earned.

  • File truancy as necessary.

What are the responsibilities of the online provider?

  • Inform the enrolling district of the student’s intent to take OLL course work.

  • Provide the curriculum and instruction necessary to meet state academic standards.

  • Provide grade reports and other records as needed to the enrolling district.

  • Report completed enrollments to MDE for funding distribution.

How does the funding work for supplemental enrollment?

For all completed courses reported to MDE, 12% of the ADM associated with that course is distributed to the enrolling district, and 88% of the ADM for the course is distributed to the online provider. The enrolling district must continue to report the student in MARRS and the online provider district must submit a course completion file to MDE to generate funding.
