Quartus II IDE

Programming software like VHDL can be edited, compiled and downloaded (via JTAG) to a CPLD device using Quatus II Altera software. Particular version of software to be able to use 7000S series of devices you would need version 13.0sp1 of the Quartus software. Just check device comparability when downloading the Quartus software from Altera(Intel) website.
