Evaluated claims that a fintech company's model for pricing municipal bonds was consistent with standards and practices in the municipal securities industry. Client in this matter was that company.
Analyzed best practices for special district capital planning and debt governance, and the empirical relationship between a local government financial reporting and the pricing of its bonds in the municipal capital markets. Client in this matter was an international accounting firm.
Evaluated a major US city's financial position and its ability to pay wage increases as part of a collective bargaining arbitration. Client in this matter was a local police union.
Explained the rationale for both state/local governments and private companies to enter infrastructure public-private partnerships, (P3s) and how the costs, risks and rewards of P3s are reflected in the structure of P3s operating agreements, fee arrangements, and cost
sharing. Client in this matter was a P3 operator.
Computed the local fiscal impact of a proposed professional sports stadium. Clients in this matter included a professional sports franchise, franchise owners, and league.
Evaluated how a municipal government's use of court-mandated fines and fees affected its financial position. Client in this matter was a certified class of plaintiffs comprised of impoverished residents of that municipality.
