Latency is how long the signal will take to go to the destination and come back. It differs from bandwidth because bandwidth determines how much data can be stored in a ping. Latency is the time that it takes for the ping to be sent out and relayed. It is a useful measure because it can determine how fast you can transfer data.
3. What is the digital divide? What are some ways to reduce the effects of the digital divide?

The digital divide is the difference between people who have access to the internet and those who don't. Some ways to reduce the digital divide are giving access to the internet and setting up institutions that enable access to computers and the internet.
