About Me

I have been a Professor of Economics at Cardiff Business School, Cardiff University since 2002. I specialise in a broad range of economic policies and economic history. My work has covered problems in economic growth with particular reference to human capital and technology, entrepreneurship and SMEs, fiscal devolution and urban and regional economic policy. I have advised a wide variety of policy making bodies, including Plaid Cymru, the UK Department of Business Innovation Skills and the Welsh Government.

In my long academic career, I have taught at the University of Oxford (1991-1998), University of Hull (1988-1990), University of Newcastle upon Tyne (1979-1988), University of California, Davis (1981-1982), and University of Greenwich, London (1972-1979).

Outside the academic sphere, I was an economic advisor for HM Treasury (1999-2002) and Electricity Council London (1971-1972). Most of my research projects are related to public policies and economic history, with a wide political and academic impact.
