Glenn Station Homeowners' Association
Board of Director's Meeting on 4-30-19
Fairwood Police Sub-Station 7:00 p.m
Homeowners in Attendance: Scott Wallace, Debbie Williams, Elaine Shaw-Taylor
DH Bader Property Manager, Anja Taylor
Meeting called to order at 7:08pm. A quorum was established. No Proxies were received.
Agenda was read and approved, with the addition of tree pruning and yard mowing.
President and/or Property Management Report
• Tree Trimming estimates are being obtained for the cutting of2 trees along the path and
trimming of overgrowth on private property.
• Mr. Wallace reminded the attendees of the new meeting process we are following with the
D H Bader Company. We have a new meeting location. We are working on updating our
. Covenants and By-laws.
• Mrs. Shaw-Taylor asked about Mr. Edgar Malker. Mr. Wallace announced that he had
stepped down as a board member and the board will continue with the current 3 board
members until the October meeting. At that time, will revisit the number of board
members.
• Mrs. Shaw-Taylor asked about the recovery of the funds from the Evergreen case. Mrs.
Williams announced that after 2 years, PMA Insurance agreed to settle the claim. Civil and
criminal cases are pending against Barry Oseroff and Glenn Station representatives may be
asked to testify along with the other 8 HOAs involved in the case sometime in July 2019.
• Board reviewed and approved the meeting minutes of January 22, 2017and they will be
placed on the website.
Financial Report
• Board agreed to table the presentation and discussion of the 1 st quarter 2019 financial
report until Treasurer could be present for questions.
Old Business
• Tree Pruning estimates are being obtained for the removal of 2 trees along the path and
trimming of overgrowth on private property.
• Lawn Mowing. Board has approved the cutting of the yard for Mrs. King, who passed
away during the fall, by the HOA's Landscaper, Liberty.
• Mrs. Shaw-Taylor asked how the abandoned property dues would be handled. Mrs. Taylor
responded, once a property goes into foreclosure, dues can only be collected for six months
back from the new owners. All other funds will be written off.
• Mrs. Shaw-Taylor asked when flowers would be planted at the marque. Mrs. Taylor
responded that the landscapers would plant flowers during the Mother's Day weekend and
start the mulching. This date is common among most landscapers for spring flowers.
New Business
• There are items that need to be updated and clarified to meet current standards and design
views. There are questions concerning guidelines for Satellite Dishes, Solar Panel and
Clothesline. Mrs. Taylor is currently working on amendments to the Government
Documents to address these issues. Decisions will be tabled for further discussion.
• Annual Inspections. DH Bader does drive through for property inspection. Board is fine
with this. As the spring and summer progresses, a walk through may be needed.
• Hearing Procedures. As our homes get old and need more attention, more letters are going
out. Procedures need to be put in place to provide guidance for violation hearings.
• Board approved the cancellation of insurance with PMA and a new policy with Nationwide
• Board requested a snow removal proposal for the path between the 2 cuI de sacs. Liberty
provided a proposal of$120 per/hour, per vehicle, with removal being done every 2 inches.
Board will table discussion for now.
• Operating and Reserves - Mrs. Taylor to email board for ratification via email of the new
Operating and Reserves Plan. Reserves in the past were $8,785, going forward, current
Reserves budget will be $10,000.
Homeowner Forums
• Mrs. Taylor-Shaw asked ifthere are any further issues with community members at
meetings. Mr. Wallace responded that things have been quiet. No other actions have
materialized. Asked is there a possible plan to address the amount of dog feces throughout
the community. She believed they are from other communities not our own neighbors.
Board will look into providing Dog Waste notices.
