Gender+ equality policies in European universities: alliances and oppositions in agenda-setting and implementation processes

Gender equality policies have been institutionalised in European universities through gender+[1]equality policy plans, protocols against sexual harassment, and other initiatives. To date there have been few studies concerning the design and implementation of gender equality policy measures adopted in universities. This panel will address this issue through the following research questions: How and why did gender+ policies in European universities enter the agenda? What is their policy design? How have they been implemented? How does the institutionalization of gender+ equality policies in universities affect their policy design and implemenation? What is the situation of gender equality policies and institutions in current times of de-democratization and attacks to academic freedom and gender studies in Europea? And more generally, what is the role of institutions, actors, and framing in the design and implementation of gender+ equality policies in European universities?

This panel welcomes empirical and theory-oriented papers that will address these questions, with an interest in identifying the factors that promote and hinder the design and implementation of gender+ equality policies in European universities. It includes papers that will employ a variety of methodologies and will adopt theories that include feminist institutionalism, discursive politics approaches, theories of opposition and resistances against gender+ equality, feminist agency, and social movement studies, public policy, and democracy theories.
